Thissituationcreatedafertilegroundforvarious,ofteninconsistentinterventions
byfrequentlychanginggovernments.Thestaffofstateadministrationcamefrom
threedifferentpartitions.Managerialfunctionswereentrustedprimarilytoveterans,
experiencedofficials,whobroughtinadministrativepracticescommonlyobservedin
thepartitioningpowers.Intheseexperimentsoftakingoverpartitionists’practices,
prof.AdamHeydelnoticeavirusofstatisationsupportedbysocialismproclaimed
fromGermanlecterns,promotingextensivesocialpolicy.Theatmosphereoffaithin
theomnipotenceofthestatewassupportedbycontemptforprofitamongpeasants,
landowners,intelligentsiaandofficials[Rybarski,1939].
Academiceconomicsfromthebeginningofthe20thcenturywasnotpreparedto
submitprescriptionsforunusualproblemscausedbytheconsequencesoftheFirst
WorldWar.Thelaissez-faireapproachprevailed,enrichedwiththeachievementsof
thesubjective-marginalisttrend,inparticularintheapproachofAlfredMarshall,
intheLausian-mathematicalschool,andtheAustrianschool,whichtogetherconsti-
tutedabstracteconomics,mathematicalinterpretationsbasedondifferentialcalculus,
allowingofthescrutinisingrelationshipsbetweeneconomicphenomena,mainlyat
themicroeconomiclevel,throughtheso-calledmarginalvalues,basedondecisions
madebyhomooeconomicus,andnotbypeoplewhoaresubjecttomultiplerestric-
tions.Themainachievementofthesetrends,collectivelymakinguptheneoclassical
economy,wasthedevelopmentofthetheoryofdemand,supplyandconsumer,and
formulatingthetheoryofmarketbalanceandthebalancebetweendemandandglob-
alsupplybasedonthebeliefintheexistenceofperfectcompetition,ontheoperation
ofSay’sLawofMarketsinthelongterm(everythingthatwillbeofferedbyproduc-
ers,willhavebeensoldandconsumed),andonthemoneyneutralitytowardsthe
realsectorinthelongterm(increaseinmoneysupplytranslatesonlyintoanincrease
ininflation).Thesecanonsofneoclassicaleconomicswereimportantforpostulated
bygovernments,aftertheFirstWorldWar,effortstofightagainsthyperinflation
andpoliticaltensionsinthecontextofmacroeconomicimbalances,untiltheemer-
genceoftheinsurmountableproblemsofliberalcapitalismcausedbythegreatcrisis
ofthe1930s.
NoseparateschoolortrendineconomicscouldemergeinthePolishterritories
dividedbetweenthepartitioners.However,thereweremanyoutstandingscholars
whoseviewspermeatedtheprogramsofpoliticalpartiesandformedthebasisfor
socio-economicpolicyandreformsintheinterwarperiod.Referringtothehistori-
caldirection,socialsolidarityandpsychologismineconomics,thefollowingideas
wereemphasised:restrictionsofthecapitalistsystemrequiringstateinterference,
specificfeaturesofeconomicdevelopmentresultingfromthedistinctcharacterof
individualnations[Supiński,1883],thedevelopmentofanationaleconomicsystem
basedonclasssolidarityenablingharmonisationofinterestsandsocio-economicde-
velopment(Głąbiński1862–1943),cooperativeconcepts,solidarityandCatholicism
(EdwardTaylor1884–1964).Basedontheseconcepts,LeopoldCaro(1864–1939)
formulatedacountry’seconomicdevelopmentprogramrecommendingindustrialisa-
tion[Caro,1926,1931],relyingonstatistinterferenceofthestateandprotectionism.
