Theabove-mentionedspecificissueshavebeenanalysedwhileconsidering

theregulationsandpracticesofstate-buildinginAfghanistan.

5.Structureofthepublication

Inthispublication,thesystemofpublicprocurementisunderstoodnotonly

asasetofrulesregulatingthespendingofpublicresources,butalsoasasystem

ofproceduresandstateinstitutionsestablishedbasedonthoserules.Theyare

describedfromtwoperspectives:theprocessofdraftingandimplementation.

Eachhastwodimensions:internationalandnational.

Whileanalysingthedraftingofregulationsintheareaofpublicprocurement,

specificattentionispaidinthecaseofbothdimensionstotheattempttoidentify

thesourceoforiginandthesubjectgeneratingthem,andtodiscussionofthe

methodofdrafting.

Analysisoftheirimplementationfocussesonthemethodbywhichtheyare

implementedandbywhom.Inaddition,basedonaspecificcasestudyofthe

AfghanMinistryoftheInterior–theentityresponsibleforsafetyinAfghanistan

–ananalysisoftheregulationsusedinpracticeispresented.Thesystemof

proceduresisanalysedthroughtheprismoftheirpracticalapplication,while

stateinstitutionsarediscussedthroughconsiderationofthescopeoftheir

competencesandanalysisofthestructuresinvolvedinpublicprocurement.

Thisissueispresentedintwocontexts,thepost-conflictsituationandthe

processofstate-building,which,duetotheirimpactontheapplicationof

regulationsinpractice,arecarefullyanalysed.ItisassumedthatAfghanistanis

subjecttointernationalpubliclawandthatithasexperiencedvaryinglevelsof

developmentinrecentdecades.

Thereasonsforinternationalengagementandfortheuseofthesystem

ofpublicprocurementofthedonorsplayanimportantroleintheprocessof

state-building.Suchreasonsareasdiverseastheformandextentofsupportand

rulesusedforprovidingassistance.Internationalparticipationinthebuildingand

developmentofAfghanistanismulti-trajectorialandmulti-layered.Thegradual
