noclaimstogoldcapturedbythealliedtroopsinGermany.

Article14.
(a)ItisrecognizedthatJapanshouldpayreparationstotheAlliedPowers
forthedamageandsufferingcausedbyitduringthewar.Neverthelessitisalso
recognizedthattheresourcesofJapanarenotpresentlysufficient,ifitisto
maintainaviableeconomy,tomakecompletereparationforallsuchdamage
andsufferingandatthesametimemeetitsotherobligations.
Therefore,
1.JapanwillpromptlyenterintonegotiationswithAlliedPowersso
desiring,whosepresentterritorieswereoccupiedbyJapaneseforcesand
damagedbyJapan,withaviewtoassistingtocompensatethosecountries
forthecostofrepairingthedamagedonebymakingavailabletheservices
oftheJapanesepeopleinproduction,salvagingandotherworkforthe
AlliedPowersinquestion.Sucharrangementsshallavoidtheimposition
ofadditionalliabilitiesonotherAlliedPowers,and,wherethemanu-
facturingofrawmaterialsiscalledfor,theyshallbesuppliedbythe
AlliedPowersinquestion,soasnottothrowanyforeignexchangeburden
uponJapan.
2.(I)Subjecttotheprovisionsofsubparagraph(II)below,eachofthe
AlliedPowersshallhavetherighttoseize,retain,liquidateorotherwise
disposeofallproperty,rightsandinterestsof
(a)JapanandJapanesenationals,
(b)personsactingfororonbehalfofJapanorJapanesenatio-
nals,and
(c)entitiesownedorcontrolledbyJapanorJapanesenationals,
whichonthefirstcomingintoforceofthepresentTreatywere
subjecttoitsjurisdiction.Theproperty,rightsandinterestsspeci-
fiedinthissubparagraphshallincludethosenowblocked,vestedor
inthepossessionorunderthecontrolofenemypropertyauthori-
tiesofAlliedPowers,whichbelongto,orwereheldormanaged
onbehalfof,anyofthepersonsorentitiesmentionedin(a),(b)or
(c)aboveatthetimesuchassetscameunderthecontrolsofsuch
authorities.(ł)
(b).ExceptasotherwiseprovidedinthepresentTreaty,theAlliedPowers
waiveallreparationsclaimsoftheAlliedPowers,otherclaimsoftheAllied
PowersandtheirnationalsarisingoutofanyactionstakenbyJapanandits
nationalsinthecourseoftheprosecutionofthewar,andclaimsoftheAllied
Powersfordirectmilitarycostsofoccupation.
