designs.Mechanicalaspects(suchasvehicleconstructionorprotection-e.g.
sheetmetalqualityandspeedbumps)mayaddtotheriskintramc.
Intherecentyears,socalledpassivesafetyhasincreased,mostlythanks
tocarmanufacturers(bothpassengercarryingvehiclesandgoodsvehicles)
workingondesignimprovementsaimingatpassengersandthirdpersons
safety.misprogresshasbeenachievedthankstoEUregulationsaswellas
eńortsoftheindustry(basedonlawsofthemarket)suchasNCAPinitiative
basedoncrashtests(NewCarAssessmentProgram)whichensurehighlevelof
safetyfornewpassengercarryingvehicles.Createdtoavoidcaraccidents,ac-
tivesafetyfeaturesusecontemporaryinformationtechnologytoimprovethe
vehicleitselfaswellascommunicationwithothervehiclesandinfrastructure.
E-safety43initiativeisachancetodevelopthesetechnologies.E-Callproject
(caraccidentswarningprocedure)servesacceleratingtheeńortsaimingat
post-accidentprotection.Basedontheprincipleofsubsidiarity,theactionsof
theEUlegislatorexpresslawharmonisationaimingateliminatingthesecaus-
esofaccidentswhichrelevantlyincreasetheriskoffatalaccidents.Statistics
surveysexpresslyindicatethatnotusingseatbeltsisoneofsuchcauses.Hence
theEUintroducedthelegalrequirementtouseseatbeltsincertainmeansof
locomotionwhereveravailable44.Roadinfrastructuremayindeedmakefor
accidentsreduction.meroad(morepreciselytheroadinfrastructure)should
influencethedriversandindicateproperbehaviour.meMemberStates,road
administrationandinfrastructuremanagersareresponsiblefordeveloping
andmaintainingroadsafety.However,therearesomeparticularissues(such

E-safety,firstpillaroftheIntelligentCarInitiative,isajointinitiativeofEuropean
Commission,theindustryandotherpartners.Itspurposeistoimprovethedevelop-
ment,implementationandapplicationofIntelligentVehicleSafetySystemswhichuse
informationandcommunicationstechnologytoimprovesafetyandreducethenumber
ofaccidentsonEuropeanroads.
