tolimitedspace,accidentstakingplaceintunnels(firesinparticular)may
havetragicconsequences.Additionally,potentialdisturbancesinthetrans-
portsystemcausedbytheconflagrationevenincreasetheconsequencesand
mayleadtoseriouseńectsonwholeregioneconomy.meEUlegislatorim-
posedminimalsafetyrequirementsforallofthetunnelslongerthan500me-
tersthatbelongtoTERN(TransEuropeanRoadNetwork)-Europeannet-
workofroads46.misDirectiveaimsatensuringaminimumlevelofsafetyfor
roadusersintunnelsintheTrans-EuropeanRoadNetworkbytheprevention
ofcriticaleventsthatmayendangerhumanlife,theenvironmentandtunnel
installations,aswellasbytheprovisionofprotectionincaseofaccidents.
meEUlegislatordefinedaseriesofrulesregardingorganisation,roleand
responsibilityoftheentitiesexercisingcontroloverthetunnels.Moreover,the
legislatorindicatedtechnicalstandardsoftheinfrastructure,service,tramc
principlesandprinciplesoninformingtheusers.
Nexttodetailedsolutionsconcerningthetunnels,itwasacknowledged
thatgeneralmanagementoftheroadinfrastructure47safetyshouldbesub-
jecttoEUregulation.misregulationshouldleadtoincreasesafetyonEuro-
peanroadsbyinvitingbuildingcontractors(constructors)andmanagersto
considerroadsafetyineveryaspectofroadplanningandTERN-European
roadnetworkuse.medirectivepreambleindicatedaspecialroleofensuring
highlevelofsafetywithinsupportingEuropeanintegrationandcoherency
aswellasensuringhighlevelofwell-being.Establishingproperprocedures
