1.INTRODUCTION
Sincethebeginningofcivilizationtransportationstimulateeconomicprogress,technologicaland
socialdevelopment.Currently,therefore,thattheEuropeanUnionhasidentifiedthedevelopment
ofrailtransport,asoneofthemostimportantprioritiesforactionforthedevelopmentandintegration
oftransportallocatedtolargefinancialresources.Railtransportdespiteincreasingcompetitionfrom
roadtransportisstillthemainsystemoftransportofgoodsandpeopleoverlongdistances.However,
thecurrentactivitiesofrailwayspecialistsandresearchersinthefieldtoincreasethedurabilityand
reliabilityofrailvehiclesandtheircomponentsandtoimprovesafetyontherailwayswereconducted
separatelyanddidnotgivetheexpectedresults.AsyoucanseeontherailwayinPolandinrecent
yearsthelevelofsafetyisunsatisfactoryandthedurabilityandreliabilityofrailvehiclesalsodidnot
meetourexpectations.Implementedsince2010inEuropeontheotherhand,compulsorysafety
systemsandmaintenancesystemsshowthatcooperationisessentialforscientistsandspecialists
railwaydealingwiththeseproblems.
Theprimaryobjectiveistoensurethatactionstakenincreasedsafetyduringthetransport
ofpassengersandgoods,andnotonlyinindividualcountriesbutalsotakingintoaccountthe
interoperabilityofEuropeanrailways(inaccordancewithDirective2004/49/ECoftheEuropean
ParliamentandoftheCouncilof29.04.2004r.onrailsafetyCommunity)throughoutEurope.Safety
ofrailtransportisthebasiccriterionforassessingthefunctioningoftherailwaytransportsystem,
