versityofMinho.
Thisisthefirstscientificpublicationwhichcombinesboth
ananalysisofthePolishandPortugueselocalgovernmentsystemsand
acomparativestudyofthosetwosystemsofpublicadministration.
Themonograph,beingaresultoftheconstructivework
ofthenumerousgroupofscientistsandcompiledinthePolish
andEnglishlanguageversions,isasignificantcontributiontothe
developmentofthePolishandPortuguesescienceinthefieldof
administrativelaw.Theforegoingpublicationisalsoavaluable
sourceofknowledgeforpractitionersoflocalgovernmentlaw.
Thediscussedtopicsembraceissueswhichhavenotbeensofar
thesubjectofinterestinthelegaldoctrineandwhichmaygive
anincentivetothebilateralexchangeofexpertiseinabroadly
understoodlocalgovernmentpractice.Forexample,onemayin-
voketheanalysedproblemsoftheconstitutionallydefinedplace
ofPolishandPortugueselocalgovernmentswithintherespective
systemsofgovernment,therole,significanceandtasksofthelocal
andregionalgovernmentdivisionsandbodies,aswellasthelegal
statusthereof.
Suchsortofcomparativelegalpublicationshavenotbeenavailable
onthemarketsofar.ThePortugueseexperiencemayproveveryinter-
estinginthecontextofdevelopmentofthePolishlocalgovernment.
Consequently,thebookshouldattractawidegroupofpotentialreaders,
including-apartfrompractitionersoflocalgovernmentlaw-students,
