SPATIALDISPARITIESINTHELEVELOFHUMAN
CAPITALINTHEEUROPEANUNIONINTHECONTEXT
OFREGIONALCOMPETITIVENESS
Abstract:Competitivenessisakeyfactordeterminingthedevelopmentofaregionandhencethe
standardoflivingofitsinhabitants,andhumancapitalisoneofthemostimportantfactorsena-
blingimprovementofregionalcompetitiveness.Theaimofthepresentedresearchistoanalysethe
spatialdiferentiationofthelevelofhumancapitalintheregionsoftheEuropeanUnion(EU)in
relationtotheirlevelofcompetitiveness.Theresultsshowsignificantdisproportionsinthisrespect,
especiallybetweentheso-calledoldandnewEU.ThehigherlevelsofhumancapitalintheoldEU
regionswerealsogenerallyaccompaniedbyahigherlevelofcompetitiveness.Inthelongrun,this
willleadtoanincreaseinregionaldisparitiesindevelopment.

Thekeyaimofresearchontheprocessesofeconomicgrowthincountriesand
regionsistoindicatetheirconditionsanddeterminants.Currently,theprevail-
ingopinionisthattheimprovementoftheeconomicsituationofspatialunits
andincreasedafuenceofthepopulationaredeterminedbycomplexcorrelations
betweenmanyfactors,phenomenaandprocessesofbothameasurableandnon-
measurablenature.Someofthemformthelevelofeconomiccompetitiveness,
andonlyonceithasbeenimprovedoveranextendedperiodoftime,itmay,
butdoesnotnecessarilyhaveto,translateintoacceleratedeconomicgrowth.
Furthermore,itshouldberememberedthatthehierarchyoffactorsdetermining
thecompetitivenessofnationalandregionaleconomiesvaries,dependingonthe
prevailingeconomicparadigmandtheaccomplishedlevelofdevelopment.
Thepurposeoftheresearchperformedbytheauthorsistoanalysethespa-
tialdiferentiationofthelevelofhumancapitalinthelightofcompetitiveness
inrespectofregionsoftheEuropeanUnion(EU)memberstates.Theanalysis
oftheavailableliteratureshowsthatsucharelationshiphasafeedbacknature.
Therefore,thelevelofcompetitiveness,andhencetheregionalgrowthrate,isde-
terminedbythequalityofhumancapitalintheregion.Additionally,thequalityof
humancapitaldependstoalargeextentontheachievedlevelofeconomicgrowth
andcompetitivenessoftheregionaleconomy.
