treateddifferentlyatboththeinterpretationstageandwhenactualproceduresor
activitiesareputintoeffect.Thesedifferencesaresuchastoensurethatquite
disparatedirectionscanbefollowedaseffortstoachievesustainabledevelopment
moveforward.
Oneclearandreadilynoticeableevolutionoftheconcepthasproceededfrom
approachesentirely(oralmostentirely)focusedonthenaturalenvironmentand
theneedtoprotectorsecureitsair,waters,soilsandnaturalresources[Czerny
2005]inthedirectionofapproachesthatnowseektointegratemanydifferent
tiersoflifeandtypesofhumanactivity,inparticularassigningvalueto(andhence
encouragingtheprotectionof)elementsofourheritage,bethisnatural,cultural
orevenpolitical.
Anotherdivisionintotheapproachesofsustainabledevelopmententailsan
analysisoflocalandregionalpotentialwherethestimulationorcontinuationof
growthisconcerned.Whatitthereforeushersinisacriticalanalysisseekingsuch
meansofproceedingandapplyingtechniquesandtechnologieswhichwillcause
theleastmodificationtonaturalenvironmentalconditionsandalso(intheoryat
least)toexistingsocialandculturalconditioning.
Wethusarriveatissuesofthedynamicsofsocioeconomicchange,proceeding
indoingsofromaprioriassumptionthatagivenfragmentofterritoryexperiences
suchchangesconstantly,withtheresultthatgeographicalspacealsoundergoes
achange.Averysimplediagramcanhelpshowtherelationshipspertainingin
aterritorialsystemwhichisdefinedinthisway.
Inthisunderstandingtheterritoryanditsnaturalconditionsaregiven,and
theymostoftenchangeoverlongperiodsoftime.However,aswillbenotedlater,
theterritoryinvolvedingivenconsiderationscanalsobetreatedasavariable
wheredevelopmentisconcerned.Inanycase,inthesimplemodelof
development,thetwomostimportantfactorsdeterminingthetrajectory,
dynamicsandstructureoffavorablechangesinagivenregionorterritoryare
seentobehumancapitalontheonehand,andeconomiccapitalontheother.
Amorecomplexmodelofdevelopmentwillbringinaseriesoffurther
variables,includingthoseofimportancetosustainability,likehistoricalcondition-
ing(thetraditionofahistoricregion),psychologicalandemotionalfeatures(not
leastprejudicesandschemeswherewaysofthinkingareconcerned),andcultural
conditioning(withinitreligiousconditioningcanbeofkeyimportancein
determining,settingorshapingmodelsoflivingandtypesofconduct).
Thequestioniswhetherareturntoasimpledevelopmentmodelisstill
possible,asconsiderationisgiventothestructureofsustainabledevelopmentand
itsmainactors.Ingeneral,yes,thoughwiththeprovisothattheactionsofboth
humancapitalandeconomiccapitalshouldbeinlinewithsustainable
developmentprinciples.Whatshouldthisthenentail?Answer:
1.Awareness(amongallmembersofagivensociety)thatanykindofahuman
action(orintervention)inwhatevergeographicalspacecauseschangeto-
andinextremisthedestructionof-theexistingnaturalenvironment.
