bleoractualthreats.Morespecifcally,itisaboutthesustaina-
bility,withinacceptableconditionsforevolution,oftraditional
patternsoflanguage,culture,association,andreligiousand
nationalidentityandcustom.6Aglanceattheadoptedcriteria
ofchallengesandthreatstosecurityshowsasimpledepend-
ence:anincreaseinmilitarypotentialmayleadtoadecline
insecurity,thusdismissingdreamsofdebellicisation-the
endofwarorceasingwarfare.Bothmassarmiesandbrilliant
militarystrategistsarebeingreplacedbynewtechnologiesfor
conductingcombatoperationsandcontrollingcommandsys-
tems,suchasC4J:Command,Control,Communication,Com-
puting,Intelligence.Still,thewaritselfisnotamathematical
construct,operatingaccordingtodevelopedalgorithms.War
willremainaphenomenonrootedinculture,governedbythe
normsandvalues,traditionsandpracticesofagivenhuman
community.Hencethethreatstotheuseofthewarpolicyin
theconfrontationbetweentheauthoritarianandpopulistco-
erciveeconomyoccurringin2019incountrieswith1/3ofthe
world’spopulation7(China,theRussianFederationand19oth-
ercountries)andtheeconomiesofdemocraticsystemsbased
onchecksandbalance,independentcourtsandtheruleoflaw.
