architectureoftelematicssystemsintroducedinmaritimeandinlandwaterwaytransport
safety/securitycomesastheconclusionofthisChapter.
Havingindicatedtasksandmorphologicalelementsoftelematicssolutions,thethird
Chapterpresentsataxonomicdivisionofthesesystems,basedontheoriginalidentifica-
tionandthecriteriawhichhavebeenassumedparticularlyformaritimetransport.me
mainattentionispaidtotheVTMIS(VesselTrafcMonitoringandInformationSystems)
withtheirbasicsub-systemsoftheVTS,AIS,SRS,MAStypesandtheDGPS,aswellas
INMARSATwhicharethesystemssupportingtheirbasicoperations.

systemsofmaritimetransportsafety/securityhasmadeitpossibletoidentifyagroupof
partiallyintegratedsystemsincluding,amongothers:IMDatE(EMSA-EU),BRITE(as
anexperimentaltooloftheMSAconceptdevelopedbyNATO);complementarysystems
whichincludethefollowinginternationalsystems:GMDSS(GlobalMaritimeDistressand
SafetySystem),MSSIS(MaritimeSafetyandSecurityInformationSystem),NAMESIS(Na-
valMerchantShippingInformationSystem),VMS(VesselMonitoringSystem),andnation-
alsystemse.g.PHICS(PolishHarboursInformationandControlSystem).mecommon
characterofthestandardshasmadeitpossibletoprovidefullcommercialisationofsome
ICTsolutions.Hence,somecommercialmonitoringsystemsofmaritimetransportsafety
havebeenidentified(representedbysuchapplicationsasAISLive,MarineTrafc,Vessel
Tracker,exactAIS™aswellasbasedonasatellitesignal:AIS-S,GatehouseAISDisplay
System).Anothergroupofsystemswhichhasbeendefinedonthebasisoftheassumed
divisioncriteriaincludesterminalandshipownersystemswhichincludeTOS(Terminal
OperationSystem),applicationssupportingprocesseswhichtakeplaceattheleveloffleet
management(forexample:AMOS-AssetManagementOperatingSystem),CBMapplica-
tions(Condition-basedMonitoring)usedformonitoringtheparametersofpropulsionop-
eration,fuelconsumptionandGHGemissionandtheGSOP(Geo-informationalSystem
ofPortProtection)whichmeettheISPSCoderequirements.

mevarietyandcomprehensivenessoftheapplicationfieldsandprocessesreferringto
thecommercialisationofstandardspertainingtotelematicssystemsinmaritimetrans-
portsafety/security(forexampletheAISatthesensorylevel)haveresultedinmassive
dispersionofsystems.Subsequently,suchdispersionhasresultedinsomemeasurable
negativeefects,suchasthelackofcoordination,difcultiesincommunicationanddata
use,multiplicationofinitiativesandincurringmultipliedcosts(thesamesystemsaremul-
tipliedbyparticularoperators,countriesandregions).ObservedparticularlyintheEU
seas,thissituationhasreleasedthepotentialforconceptualworkonthedevelopmentand
