Morethan40yearsaftertheadoptionoftheHelsinkiFinalActin1975,the
ongoingcrisisinandaroundUkrainebroughttheOrganisationforSecurity
andCooperationinEurope(OSCE)backtothecentreofsecuritydiscussions
inEurope.Theorganisation’snormativeacquishasbeenprofoundly
challenged,thusraisingdoubtsaboutitslegitimacyintermsofco-operative
securitybasedoncommonlyagreedstandardsandvalues.However,the
reactionoftheOSCEstructurestotheeventsinUkrainein2014showed
therelevanceofitsoperationalcapacitiesinthefieldofcrisismanagement,
especiallywhenguidedbystrongpoliticalleadership.TheOSCEisindeedat
acrucialpointinitshistory.Thiscontributionarguesthatitisnotdespitebut
becauseofthecurrentcrisis,thattheOSCEismorerelevantthanever,and
thatitiswellplacedwithintheEuropeansecurityarchitecturetocontribute
substantiallytotherestorationofsecurityandstabilityinEurope,provided
thatitgetsstrongpoliticalbackingfromparticipatingstatesforthefull
implementationofitscomprehensivesecurityconcept.

FormanyyearsSouthAsiahasbeenperceivedasanunstablearea,albeit
withgreatpotentialforeconomicdevelopment.Itistheregionwheretwo
nuclearpowers,IndiaandPakistan,coexistinginanuneasyandoftentense
relationship,maystartanotherconflictwithdeadlyconsequencesforthe
wholecontinent.IthasalsobecomeaplaygroundfortheAsiansuperpowers,
IndiaandChina,whichwillexertapowerfulinfluenceoverregional
affairsandcontributetosomeextenttoreshapingglobalaffairsonlyif
theycontinuetheirbalancedeconomicgrowthanddeveloptheirrespective
militarycapabilities.Thereisnoefficientmultilateralsecuritymechanismin
SouthAsia.Thechallengesofenergysecurity,nuclearproliferation,failing
statesandpiracyshouldcompelnationsinSouthAsiatolookforadditional
frameworks,allowingthemnotonlytotalk,butalsotoworktogether,
includingmilitarily.NATOisonesuchaframework,andtheonlyonewith
morethansixdecadesofexperienceinmultinationalmilitaryplanningand
cooperation.
