EUdecision-makinghasalwaysbeencriticised,mostlyduetoitscomplexity.
Nowadays,especiallywithregardtoseveralcrisesEuropeisfacing,the
criticismisoverwhelming.However,suchcriticismisrarelyaccompaniedby
anevensuperficialattempttoexploreEUdecision-makinganditsspecificity,
whichcanbrieflybedescribedasmulti-level,multi-faceted,andcomplex.
Thepurposeofthisarticleistopresentandanalysedecision-makinginthe
EuropeanUnionthroughtheprismofthreelogicsofpoliticalactionoften
usedininternationalrelations,thelogicofconsequentiality,thelogicof
appropriatenessandthelogicofjustification.Theseexaminethemotives,
behaviourandgoalsofplayerswhoinfluencedecisions.Themainthesisof
thisarticleisthatthespecificsoftheEUdecision-makingmeanthateach
ofthelogicsisreflectedevenintermsofsingleissues.Thisresultsinthe
factthattheEuropeanUnion,intermsofitsdecision-making,remainsasui
generisstructure,withamodeofdecision-makingincomparabletoother
internationalstructures.AnalysisofEUdecision-makingthroughtheprism
ofthethreelogicsalsogivesaresearchperspectivetohelpunderstanding
ofspecificEUdecisionsindifferentintegrationandinternationalcontexts.

TheUkrainiancrisis,sparkedbyformerPresidentYanukovych’sdecisionto
rejecttheEUAssociationAgreement(EUAA)inNovember2013,highlighted
increasingfrustrationwiththedivergenceofviewsbetweentheEUand
Russia.WhenUkraine’snewgovernmentdecidedtosigntheEUAA,in
Russia’seyesthisconfirmedtheirownviewthattheagreementhadbecomea
choicebetweenEastandWest.GiventheparticularimportanceofUkraineto
Russia’sforeignpolicy,thissignalledthataredlinehadbeencrossed.Russia
hadvalidconcernsregardingtheimplicationsoftheagreementfortrade
relationswithUkraine,buttheEUAAhasalsobecomepartoftheRussian
narrativeaimedatjustifyingitsdesireforUkrainesimplytoremainwithin
itssphereofinfluence.Thisarticlewillseektoofferabetterunderstanding
ofhowRussiaviewstheagreement,andwhatitmeansforpolicymakers
engagingwithRussiaonUkraine.

RelyingonalargequantitativedatasetfromtheUnitedNationsGeneral
Assemblyvotingrecordsintheyears1992to2015,thisstudyanalyses
developmentsintheforeignpolicypreferencesofUkraineandtheother
membersoftheCommonwealthofIndependentStates(CIS).Itfindsthat
thegenerallevelofdisagreementbetweentheCISmembersasawhole
hasincreasedsignificantly,andthatUkraineisamajoroutlierandthus
contributortothisdevelopment.ThevotingdistancebetweenUkraineand
Russiaisnowquitepronouncedandseemstobeincreasing.Thisprocess
wasinitiatedwiththe2004OrangeRevolutionandithassinceaccelerated.
