WashingtonTreaty’sindividualsignatoriesontheorganisation’spolicies.
Atthesametime,theyarguedthatNATOneededtobecomemuchwiser,
asacentreofcoordinationofWesternpoliciesanddefence.Thisstatement
constitutedanimportantvoiceinthediscussionsonprolongingtheTreaty’s
bindingperiod.
InthepublishedversionoftheHarmelReport,littleemphasiswasplaced
onperipherialconflictsandtheroletheycouldplayinAlliancesecurity.
Itwasinsteadproposedthat,inthefaceofsuchconflicts,thereshouldbe
politicalconsultationandengagementthroughtheUnitedNations.Adeeper
reflectionintotheabovementionedissueswasincludedintheclassified
reportofthegrouptaskedwithassessingthedevelopmentofthesituation
outsidetheNorthAtlanticregion.11Itsauthorsdividedproblemsthereinto
threecategories:
1)ThosewithadirectinfluenceonNATO’ssecurity(problemsnear
theAlliance’sborders,andotherproblemswiththepotentialtoprovoke
confrontationbetweensuperpowersandimpedetheglobalnuclearbalance,
theissueofChina,theexpansionofcommunismtodifferentpartsofthe
world,theregionalbalanceofpowerinAsiaandtheMiddleEast,international
controloftheweaponstrade,politicaltensionswhichcouldturnintoregional
conflicts,nationalliberationwarsinAsiaandAfrica,revolutionsinLatin
America,protectionoftheWest’seconomicinterestsinAsiaandAfrica,and
consequencesoftheparticipationofNATOstatesinUNpeaceoperations).
2)Thosewhich,toadifferentdegree,wereengagingindividualAllies
directly,withouthavinganyimpactontheorganisation’ssecurity(U.S.
obligationsinLatinAmericaandAsia,andtheobligationsofthepost-
colonialstates,withouttherequirementofpermanentconsultation).
3)ThoseofauniversalnatureandrequiringtheAlliancetotakeaposition
(mainlyregardingthedevelopingworldstates,includingaidofferedtothem
andsupportofinternationalagencies).
4)ConfirmingthediversityofinterestsandcommitmentsofNATO
memberstowardsglobalproblems,itwasagreedthattherewasashared
needforharmonisationofAlliedpolicies.Thiswasenvisionedasawayto
improvecrisismanagementontheperipheries,inordertopreventsuchcrises
