UnionwillbeunabletoobtaintheEuropeanisationofitsenergytargetseven
by2030.Thatisbecause,FilipposProedrou(2012)argued,energysecurity
andpolicyintheEUshouldbebasedmoreonnaturalgasinthefuture.
TheEUgreenpaperemphasisedinitsstatementof3August2006,thatthe
constructionofnewpipelinesandalsoLNGinfrastructurewillbeessential
toensureaccesstogas-richregions.
Astheresearchhereinaimstofillinthegapintheexistingacademicworks
byexploringthelevelofimpact(s)ofactualandpotentialLNGsuppliers
withinthePersianGulf,amongstotherregionsandcountries,themain
questionisraised,asfollows:“HowcantheEUsecureitsLNGdemandsby
2030andwhatrolecanthePersianGulf,ingeneral,andIranaswellasQatar,
inparticular,playintheEU’squestforsecurityofgassuppliesvis-à-visother
actualandpotentialsuppliers,basedonthefourindicatorsofenergysecurity?”
Infact,energysecurityhasmutualeffectsonbothlittoralsupplierswithin
thePersianGulfregionandonEUimporters.Therefore,thehypothesiscould
beoutlinedasfollows;however,itshouldbe,intheend,testedonthebasis
ofthefourmainindicatorsofenergysecurity:“ThePersianGulfnaturalgas
reserves,ingeneral,anditsactualandpotentialLNGsupplies,particularly
fromQatarandIran,couldplayanimportantroleforEUsecurityofgas
supplyby2030,andalsothismutualrelationshipcouldimpacttheenergy
securityofsupplierswithinthePersianGulfregion.”
TheoreticalFrameworks
TheUnionisthemostintegratedregionworldwide,soenergypolicyin
theEUhasbeenadoptedregionally.Forthisreason,theNewRegionalism
TheoryseemstobethemostappropriatetoanalyseEUenergysecurityin
thefuture.
AccordingtoLouisCantori,andStevenLospiegel,17anothertheory,
the“SubordinateSystem,”consistsofthecoreorcentresector,aperipheral
section,andintrusiveplayer(s).InthePersianGulfregion,theGulf
CooperationCouncil(GCC)isconsideredthecoresection,duetothe
commonfeaturesamongstthestates,despitethedifferences.Non-ArabIran
andNon-GCCArabIraqareperipheralplayerswithdisagreementswiththe
GCC,buttheformerstateshavethepowertoexertinfluenceontheregional
