TheRegionalSecurityComplexTheory(RSCT)19canbeseenasabridge
toconnecttheaforementionedtheories.AccordingtoBuzan,Waeverand
deWilde,thesectorsofsecurityinRSCTaremilitary,political,economic,
societalandenvironmental.BarryBuzanalsodescribedfourmainconcepts
asformingthestructureofthesecuritycomplex:maintenanceofthestatus
quo,internaltransformation,externaltransformation,andoverlap.20As
mentionedpreviously,therecentandcurrentliteraturereviewemploys
energyasamatterofsecurityandBuzan,alongwithhiscolleagues,believes
thatenergypolicyhasbeensecuritised.21
Asaresult,RSCTcouldbeappliedtoenergyasasixthsecuritysector,22
orso-calledRegionalEnergySecurityComplexTheory(RESCT),formed
bytheenergyinteractionbetweentwoormorestatesorregions.
TerminologyofEnergySecurity
Thenotionofenergysecuritysometimesdiffersbasedonpersonaland
institutionalperspectives;nonetheless,ithasbeendescribedinvarious
literaturethroughnearly45definitions.23Fromtheimporters’perspective,
“energysecurity”meanssecurityofsupplywithoutanyshortageatreasonable
andevencompetitivepriceswithoutfurtherdeteriorationofthestateorthe
environment.24Forexporters,however,“energysecurity”equatessecurity
ofdemandatcompetitivepricesthatwillguaranteesignificantprofitsfor
theexporterwithnoexcessivecosttotheenvironment.25Whatismore,as
