Fromtheadministrativepointofview,uintegrated”meansthatthepolicies
shouldbedesigned,approved,monitoredandevaluatedinaconsolidatedmanner
(ThomsonandPsaltopoulos2004).However,sofartheCommonFrameworkfor
MonitoringandEvaluationexistedforRuralDevelopmentProgramswhilethe
otherprogrammese.g.underERDPhaddiversifiedcriteria.Thenewcommon
monitoringandevaluationframework(CMEF)assesstheperformanceofthe
CAPanditsmaininstruments(i.e.directpayments,marketmeasures,ruralde-
velopmentmeasuresandtheapplicationofcrosscompliance)buildingonand
maximisingsynergiesbetweenmonitoringandevaluationtools.Provisionsforthis
systemarelaiddowninArticle110oftheCommissionproposalforaregulation
oftheEuropeanParliamentandtheCouncilonthefinancing,managementand
monitoringofthecommonagriculturalpolicy(EC2013c).
Fromtheinstitutionalpointofview,uintegration”canbeunderstoodasconso-
lidationofvariouspolicieswithinoneinstitution(ThomsonandPsaltopoulos2004).
Thatmeanstheestablishmentofministrieswhichnolongerdealwithasinglesector
policiesbutwithseveralrelatedones.GoodexampleisDEFRA-Departmentfor
Environment,Food&RuralAffairswithintheUKgovernmentservices-which
managesandintegratescompetencesofusuallyseparateministriesforagriculture,
ruraldevelopmentandenvironment.InmanyMemberStatestheagriculturalpolicy
isnowadayshandledbyministrieswhichareinchargeofmorethanonepolicy,
e.g.MinistryofFood,AgriculturalandConsumerProtection(Germany),Ministry
ofAgriculture,NaturalResources,andEnvironment(Cyprus),MinistryofLife
(Austria),MinistryofFood,AgricultureandFisheries(Denmark).
Lastbutnotleast,fromaneconomicpointofview,theattractionofuintegrated”
policyapproachistwo-fold.First,byforcingchoicestobemadetogetheritpromotes
moreequalmarginalcostsand/orbenefitsbetweenthesectors.Second,integration
increasesthenetbenefitsofpolicyactionbyreducingexpenditureonconflicting
policy-encouragedactionsandbyencouragingsynergiesandcomplementarities
betweendifferentsectors-seeThomsonandPsaltopoulos(2004).
Allinall,alotofquestionshavetobeaddressedinmodellingintegratedap-
proach.Inparticular,howtoevaluatetheimpactofeachpolicywhentheyco-exist
onthesameterritory?Howtoevaluatepolicieswhichhavedifferentaccessrules
-e.g.beneficiariesmayachievesimilargoalswithmeasuresfromdifferentpolicies
(funds)havingdifferentrules.Evenmorechallengingistoassessthesynergyand
deadweighteffectsamongthepoliciesandFundsfinancingthosepolicies,which
differinuinitialconditions”-eligibilityrules,targetgroups,requirementsrelated
tothesettlements,waysofevaluationofthemoneyspent.
