ofpublicfinancesinmanymemberstatesmeantthattheanalysisoftheconditionof

publicfinancesmustbecarriedoutincloserelationtothephaseofthebusinesscycle0

Inourresearch,thisapproachwasalsoappliedandthusallowedtorecognizetheatti-

tudeinfiscalpolicyin2003–2015incountriesselectedforcomprehensiveresearch0

Itwasassumedthatthephaseofthebusinesscyclewilldeterminechangesintheout-

putgap,whilethetypeoffiscalpolicywillreflectchangesinthecyclicaladjustment

ofgovernmentbudgetbalances(CABP)0Therefore,theconclusionoftheanalysis

ofthetypeoffiscalpolicypursuedforthesecountriesshouldbringtheanswertothe

questioninwhichyears(period)thefollowingtypesoffiscalpolicywerepursued:

thebasiccriterionforassessingtheeffectivenessofthetoolsusedtodisciplinepublic

perceivedfromvariousperspectives,suchas:theactual(nominal)balance,primarybal-

ance,structuralbalance,cyclicallyadjustedbalance,cyclicallyadjustedprimarybalance0

Thecyclicaladjustmentbudgetbalances(CAB)areusedtoassesstheimplemen-

tationofthemedium-termbudgetobjective(MTO)0Thisbalance,adjustedinaddi-

tionwiththeinterestonthepublicdebt(cyclicalbalanceprimarybudgetbalances–

CAPB),wasadoptedasthebasisforidentifyingthetypeoffiscalpolicypursuedby
