situateabroadproblemofsecurityanddefenseintheﬁeldofknowledgeex-

posingconceptsofinterpretationandunderstanding.Amodernunderstand-

ingofdefense,respectingthedevelopmentofreﬂectionintheareaofsocial

sciences,mustrefertothetraditionofhermeneuticsanduseitsinstruments.2

Italsomeanstakingintoaccountthepointofviewofmeta-hermeneutics,

whichisthetheoryofinterpretationthatfocusesontheproblemsofun-

derstanding.Inotherwords,itdealswiththeissuesofinterpretation.This

problemseemstobeofparticularimportanceinthesphereofconsiderations

regardingtheissuesofsecurity,defense,andtheentiredisciplineofpolicy

makingthatisrelatedtothem.Understandinghowittakesshape,howitis

born;ourownunderstandingoftheconceptofdefensemeansnotonlydeeper

penetrationintothematterofconvictionsaboutthefundamentalsecurityand

defenserequirements,butalsotherealizationinwhichconditionstheytake

shape.Defensesciencemustreachhigherlevel;otherwiseitwillbesuperﬁ-

cialandbarren,cognitivelynaive.Deﬁcienciesinthedomainofunderstand-

ingcanbecomeaseriousthreat.Wehaveseenthisrecently,observingthe

crisisinrelationswithIsraelandtheU.S.A.connectedwiththeunfortunate

amendmenttotheActontheInstituteofNationalRemembrance,referringto

theresponsibilityforfalseinterpretationsoftheHolocaust.

Letmehighlightthatunlikeinthenaturalscience,theinterpretationplays

akeyroleinthehumanitiesandsocialsciences.Thecognitivegoalofthese

sciencesisnottodiscoverthepropertiesofindependentlyexistingobjects;

theirgoalistounderstandthesphereofhumanexperienceandtheprac-

ticesthatitimplements.Humanactionsarenotan“object”thatweexamine;

humanactionsmustbeunderstoodthroughtheeffortofinterpretation.The

sciencedealingwiththeproblemofinterpretationis,letmerepeat,herme-

neutics.

Inhermeneuticinquiries,thekeyistheconceptoffusionofhorizons.This

isacertainconﬁgurationofconceptsthatdeﬁnesourabilityofseeingthings.

Indemocracy,thefusionisshapedbypublicdebate.Theexaminationofse-

curityanddefenseissuesmustincludeconsiderationsreferringdirectlytoall

relevantquestionsregardingpublicdiscourseindemocracyforobviousrea-
