arepartofthisEurope;theymustmaketheirownefforttoovercometheaccumu-

latedcurrentproblemsandtakecareoftheirowndevelopment.Europeanhigher

education(includingeverysingleuniversity),followingtheexampleoftheEuropean

Union,shouldworkoutandimplementintolifeaneffectiveandclearstrategyfor

uncompromisingactionuntiltheyear2020assoonaspossible.

“EUROPE2010”strategy,whichwasadoptedin2010,deﬁnedthreestrictlycon-

nectedﬂagshipinnovationsasregardsthedevelopmentwhichshouldbe4:

•smart(economicdevelopmentbasedonknowledgeandinnovation),

•sustainable(developinganeconomywhichismoreresourceefﬁcient,more

environmentally-friendlyandmorecompetitive),

•encouragingsocialinclusion(fosteringahigh-employmenteconomyandde-

velopingsocialandterritorialcohesion).

Thestrategyofovercomingtheeffectsandsignsofrecession,economic,social

andlabourcrisisandensuringcontinuousdevelopmentworkedoutbyuniversities

shouldalsocontainthreeactioninitiatives-theyhavetobesmart,sustainableand

theyshouldencouragethesocialinclusion.

TheEuropeanCommissionhasdesignatedsevenﬂagshipinitiativestoimple-

ment“EUROPE2010”strategy.TheirimplementationinvolvesboththeEuropean

Unionanditsmembercountries.Theabovementionedinitiativesreceivedthefol-

lowingheadings5:

•“InnovationUnion”,

•“Youthonthemove”,

•“Anagendafornewskillsandjobs”,

•“DigitalagendaforEurope”,

•“ResourceefﬁcientEurope”,

•“Anindustrialpolicyfortheglobalizationera”,

•“Europeanplatformagainstpoverty”.

Alloftheseinitiativesareimportantforthedevelopmentofhighereducationand

itspositioninﬁghtingtherecessionandallkindsofcriseshowever,theﬁrstthree

onesareofultimateimportanceforuniversities.

Theintelligentdevelopmentisattainedthankstotheincreasingroleofknowl-

edgeandinnovationactingasthedrivingforceofthepresentandfuturedevel-

opment.AccordingtotheEuropeanCommission,intelligentdevelopmentrequires

“theriseinthequalityofeducation,theimprovementofresearchresults,support-

ingthetransferofknowledgeandinnovationwithintheEU,usingInformationand

Communicationstechnologytothefull;italsoexpectsthattheimplementedideas

turnintonewproductsandserviceswhichwillleadtofurthergrowth,creatingnew

workplacesaswellassolvingsocialproblemsinEuropeandtherestoftheworld”6.
