thewaywelookatthingsinagivenfieldofstudy.OnesuchexamplewasAaron
Wildavsky’sbookPoliticsoftheBudgetaryProcess.Priortothisbook,textbooksin
Budgeting/FinancialManagementweredryaccountingbasedvolumesthatapparently
lackedanunderstandingthatbudgetingwasahighlypoliticalpracticeingovernment.
Successfulexperimentsandscientificpapersoftenexpandareasofknowledge
suchastheworkofMariaSklodowska-Curiewhoalongwithherhusbanddiscov-
eredtwonewchemicalelements-radiumandpolonium.Forthistheywereawarded
aNobelPrizeinphysics.EightyearslaterMadameCuriewonanotherNobelPrize
inChemistry.NoteveryNobelPrizeisasdistinguishedasaninternationalachieve-
ment.TheNobelvotershavesomewhatdiminishedtheirstatusbyawardingprizes
apparentlyonapoliticalbasis.Foranexample,anawardforamoviebasedupon
questionablescientificdataaboutglobalwarmingorsimilarlyawardingaNobel
PeacePrizetoaUSPresidentafteronemonthinoffice.Fortunately,neitherofthese
twoawardswasgiventogentlemeninacademicpositions.Nouniversitywastainted
withthesepoliticalawards.OrdinarilyanyuniversitythathasNobelPrizewinners
orothercomparableawardsontheirfacultycertainlyratehighontheprestigelevel
andcanberecognizedasadesirableplacedtoteachandstudy.Someuniversities
especiallythoseinnationalcapitalsattempttoattractformerGovernors,Senators,
SupremeCourtJusticesandnotabletelevisionbroadcasterstotheirfacultytostimu-
latealumniinterestandcontributorsasameanstoenhancetheschoolsendowment
andabilitytopaytoplevelfacultyatcometotheuniversity.Whenitcomestoat-
temptingtobuildaworldclassuniversityIbelievethatfourthingsaremostessen-
tial.Theyarefacilities,faculty,acommonlanguageandmoney.
1.Facilities-Itisdifficulttoconsiderbeingworld-classifyoudonothavefirst
ratefacilities.ByfacilitiesImeaneverythingfromdormitorieswherestudentswillbe
gladtoliveandattendtheuniversityandalsoafirstratelibrary,adequatecomputer
accessforbothteachingandlearningandmechanicalaidstolearningsuchascalcu-
latorsandlaboratoryfacilitiesforscientificstudy.Alsoanothernecessityisteaching
class-roomsthathaveaudiovisualequipmentforsuchthingsaspreparationfororal
presentations.Realworldbriefingpreparationsareessentialforstudentstolearnsuch
techniques.Classroomsmustbemodernanduptodatetomeetworldclassstand-
ards.Idoubtthatauniversityinsocalledthirdworldcountrieswillbeabletoattract
exchangestudentswithantiquatedchairsandoldfashionblackboards.Classrooms
needtobeuptoworldclassstandards.Thebestbetisthatthirdrateclassroomequip-
mentwillnotlikelyattractstudentsfrommodernsocieties.Afterallworldclassuni-
versitiesareexpectedtoattractandtrainpeopletocompeteinworldclasseconomies.
Thereisoneotherbasicthingthatfallsintothecategoryoffacilities-thelocations
andstatusofuniversitybuildings.Universitiesinurbanareasarenoteasytoconstruct
