wellasthedirectiveonrailwayssafety).
Forthesubsystemofpowersupplyinfrastructure,thefollowingregulations
areimportant:
-Directive(EU)2016/797oftheEuropeanParliamentandoftheCouncilof
11May2016ontheinteroperabilityoftherailsystemwithintheEuropean
Union(TextwithEEArelevance),
-CommissionRegulation(EU)No.1301/2014of18November2014onthe
technicalspecificationsforinteroperabilityrelatingtothe“energy”subsystem
oftherailsystemintheUnionTextwithEEArelevance,
-CommissionRegulation(EU)No.1299/2014of18November2014onthe
technicalspecificationsforinteroperabilityrelatingtothe“infrastructure”sub-
systemoftherailsystemintheEuropeanUnionTextwithEEArelevance,
-CommissionDecisionof6March2008concerningthetechnicalspecification
forinteroperabilityrelatingtothe“energy”sub-systemofthetrans-European
high-speedrailsystem(notifiedunderdocumentnumberC(2008)807)(Text
withEEArelevance)(2008/284/EC).
Asetofregulationsshouldbementionedconcerningrollingstockandcom-
mand,controlandsignallingsystems.Duetomanychangesintheseregulations,
oneshouldcheckthecurrentstateofregulationsatEuropeanRailwayAgency
websites(inPoland:OfficeofRailTransport-UrządTransportuKolejowego).
TheobjectivestobeachievedinrailtransportintheEuropeanUnionby2020
areasfollows:
-increaseofpassengertransportshareupto10%,andfreighttransportupto
15%;
-increaseinperformanceandcompetitiveness;
-decreaseofenergyconsumptionby50%;
-decreaseofenvironmentalpollutionby50%.
Thefollowingrulesfortransportpolicyimplementationwhichcomplywith
therulesofthemarketeconomyareused:
-free,butcontrolledcompetition(theroleoftherailwaymarketregulatorful-
filledbytheOfficeofRailTransport);
-freedominchoosingthemodeoftransport;
-equalityintreatingbothtransportmodesandcarriers;
-financialandcommercialindependenceoftransportcompanies;
-coordinationofinfrastructureinvestmentswithintheEU.
