Summary:AidfundsreceivedfromtheEUingeneralcontributetotheaccelerationofsocio-
economicdevelopment.Obviousmeasuresfortheimplementationofprojectsconducted
forexamplebymunicipalitiescomebothfromtheEUbudget,asnon-refundablemeasures,
andfromownsourcesofself-government.Forecastsshowthatinnearfuture2014-2020
municipalitiesinPolandwillhavealimitedcapacitytoabsorbEUfunds.Themajorityof
municipalitieswilllackinparticulartheso-calledowncontribution.Insuchasituation,local
governmentunitsshallbelimitedtousefundsfromtheEUandtheywillpossiblylimittheir
investmentstoonlythoseco-financedfromaidfunds.
