therulesworkedoutwithinit.Wecanobserveagrowingdiversificationof
endogenicandexogenicregulationsregardingtheInternet,inthedirection
extendingitsautonomy,butalsoitsdependenceontheState.Itisconnected
withtheinterpenetrationofmanyspheres-naturalandartificial,realand
virtual,humanisticandtechnical.
Wemaysaythattheinfluenceofnewtechnologiesconcentratedaround
theInternetuponlawistotalandpermanent.Terefore,thephenomenon
ofthewebhasversatileanduninterruptedinfluenceontheconditionof
socialrelationsandthewayofthesocialorganization.Onceunderway,the
phenomenonofnetworkingwillbeintensified,dińusedandmodifiedbyits
architecturethroughoutsuccessiveareasofhuman(materialandspiritual,
privateandpublic)activity.
IntheexistingliteraturewecanreadthatthedevelopmentoftheInter-
netunderminestheprincipalassumptionsoflegalpositivism,highlighting
itsinsufciencywhenitcomestotheexplanationofnewlegalphenomena.
Tis,however,doesnotmeanthatthedemocracyandsovereigntyprinciples
areanachronistic,butarguefortheneedtomaterializethemmorefullyin
newconditionsofthecontinuoustechnologicalrevolutionandgrowingcul-
turalrevolution.3TeInformationRevolution,alsoknownastheelectronic,
microelectronic,microprocessor,computer,digital,telematicorteleinforma-
ticrevolution,hasledtotheelectronizationoftheeconomy,administration,
politicsandlaw.Tephenomenonoftheelectronizationoflawconsistsin
substitutingtraditionallegalrelationswithelectronicrelations.Itstartswith
adoptingregulationsconcerningelectronicsignaturesinthesubsequentlegal
systems.4However,toagreatextent,itonlytakesplaceinthephaseofthe
advanceddevelopmentoftheinformationsociety,alsodescribedasthee-so-
ciety.Mostofenunilaterally,itisthoughtthatitcomesintobeingalongwith
thetechnicization,informatizationandnetworkingoftheactivitiesandlivesof
citizens,organizationsandinstitutions.5
Atpresent,theInternetisamediumofcommunication,achannelofdata
transmission,amethodofgoodsdistribution,anintermediaryinmaking
