andavehicleforpromulgationoflegalacts.However,takingintoaccount
thefactthattheInternetisnotaclosedandself-containedmedium,when
useditimpactsuponrealsocialrelationsandformallegalstatuses.Teform-
ingoflegalcultureintheInternetopposesthehinderingoffreedomand
interferenceofthestate,leadingtoderegulationandreleasingself-regulation
ininternationalrelations.6However,theaccumulationofhazardsanddiver-
gencesinthedomesticrelationsforcestothenewregulation,andevenleads
tohyper-regulation.
2.Axiologyoftechnology
Tecomputerisnotonlyaself-learningandself-reproducingtechnicalfact,
butithasalsostartedtofunctionasacultural,socialandlegalfact.Itunder-
wentideologization,becauseitwasconsideredtobethesocalleddefining
technology.7Becauseitdeterminesdińerentrolesandnewplacesforhumans
insociety,thestateandtheworld.Itisakindofadvancedtechnologywhich,
whenapplied,resultsinnewpatternsinthefunctioningofhumans.Suchpat-
ternsincludethehandlingoftools,simulatingphenomena,playinggames,
executingprograms,orreconstructingmodels.
Testartingpointinthedevelopmentofcomputerlawwasthestatement
thatthecomputerisnotonlyatechnicaltool(asacalculatingmachine),but
alsoaculturalfact(asamediumofcommunication)and,inconsequence,
anobjectofstandardization(asanelementofobligation).Itconstitutesthe
physical(electromagnetic)realizationofalogicalmodel(theTuringmachine
scheme)ofautomated(programmable)calculations(mathematicalopera-
tions).Asatechnicaltool,itisadataprocessingsystem(machine)together
withaninput-outputperipheraldevices(system).Duetoitshighlyadvanced
andsophisticatedapplications,itisnotindińerenttolegaltheory,practice
anddogma.
