OnDecember3,2014,whentheU.S.DepartmentofEducationproposed
newTeacherPreparationRegulationsoftheHigherEducationthatrequirestates
toassessandrateeveryteacherpreparationprogrameveryyearwithfourPerfor-
manceAssessmentLevels(exceptional,eńective,at-risk,andlow-performing),and
statesmustprovidetechnicalassistancetoulow-performing”programs.uLow-per-
forming”institutionsandprogramsthatdonotshowimprovementmaylosestate
approval,statefunding,andfederalstudentfinancialaid(Kumashiro,2015).
Inthenewproposal,theTeacherEducationAssistanceforCollegeand
HigherEducation(TEACH)GrantProgramfundingwouldbedependenton
teacherpreparationprogramquality.
TeexistingTEACHGrantprogramprovidesgrantsofupto$4,000annually
toeligibleteachercandidateswhoagreetoworkinhigh-needfieldsandschools
fornotlessthanfouracademicyearswithineightyearsafercompletingtheir
coursesofstudy.Iftheteacherdoesnotfulfillthispromiseshe/hemusttake
aloanwithinteresttorepaytheawardedamount.
InthenewregulationtheTeachGrantwillbeawardedtoteacherscalled
ueńective”andwilleliminateaccessibilityofthisgranttoallteachersevenasdata
demonstratesthat38programsintheUSAareidentifiedasulow-performing”
and22programsareuat-risk,”.Tecandidatesfromtheseprogramscouldnot
benefitfromthisgrant.
TenewrequirementsdemandthatstartingOctober1,2017eachinstitution
ofhighereducationreportstotheStateandgeneralpubliconthequalityofits
teacherpreparationusinganinstitutionalreportcard.FromApril1,2018,and
annuallythereafer,eachStatethatreceivesfundsundertheHEAmustreportto
theSecretaryandthegeneralpublicandfromApril2019andannuallyeachState
mustassesstheperformanceofeachteacherpreparation.Whataretheelements
