In2013therearefivemilitaryeducationinstitutions(threeacademiesandtwovocational
schools),whichoperateaspublichighereducationinstitutionssupervisedbytheMinistryof
NationalDefense.meyinclude:theMilitaryUniversityofTechnology[WojskowaAkademia
Technicznaim.JarosławaDąbrowskiego(WAT)]inWarsaw,theNationalDefenseUniversity
[AkademiaObronyNarodowej(AON)]inWarsaw,thePolishNavalAcademy[Akademia
MarynarkiWojennejim.BohaterówWesterplatte(AMW)]inGdynia,TadeuszKościuszko
LandForcesAcademy[WyższaSzkołaOficerskaWojskLądowychimieniagenerałaTadeusza
Kościuszki(WSOWL)]inWrocław,AirForceAcademyinDęblin[WyższaSzkołaOficerska

InaccordancewiththeActof27June2005,nmilitaryhighereducationinstitutions”are
publichighereducationinstitutionsunderthesupervisionoftheMinisterofNationalDefense.
Itmeansthattheyconstituteanintegralelementofthehighereducationsystem.Military
highereducationinstitutionsareautonomousinallareasoftheiractivity(Art.4.1.oftheAct
“Lawonhighereducation”ofthe27June2005).meautonomyisrestrictedinthescopeof
nominatingtherector,astheyareappointedfromamongthegenerals,inexceptionalcasesit
maythecandidatemayholdonlytheMAdegree.Moreover,thestatutesofthemilitaryhigher
educationinstitutionsaswellasthestudyregulationsareapprovedbythisminister.
PursuanttoArticle4.2.oftheabovementionedActmilitaryhighereducationinstitutions
followprinciplesoffreedomofeducation,scientificresearchandartisticcreativework.me
freedom,however,iscontrolledanddeterminedbythearmy’sinterest.metopicsofacademic
papers,eventhosenotfinancedbytheMinistryofNationalDefense,aresubjectedtotheprocess
ofconsultationwiththeMilitaryEducationDepartment,whichincaseofcivilhighereducation
institutionswouldbeconsideredasaclearsignofviolatingtheirautonomy.
mesingle-personauthoritiesapartfromtherector-asoldierappointedbytheMinister
odNationalDefensearealsotheelecteddeans.meelectoralcollegeselectalsovice-rectorsand
vice-deans.mecollegialbodiesinthemilitaryhighereducationinstitutionsusuallycomprise
senatesoftheseinstitutionsandtheboardsofitsacademicunitselectedonsuchprinciplesas
inthepublichighereducation.Itmaybeconsideredapositivedevelopmentthatthebodies
ceasedtobemerelyadvisorybodies(asitwasthecasebeforetheAct“Lawonhighereducation”
ofthe27June2005enteredintoforce)andbecameaboveallbodiesenactinglaws,towhichall
membersofacademiccommunitymustcomply.
Militaryhighereducationinstitutionsareverywell-resourced,whichitisnotfullymadeuse
ofbyArmedForcesoftheRepublicofPoland,buttoalargeextentservesthewholeeducation
systeminthecountry,whichseemstoberationalandproper,asańerall,theyarepublichigher
educationinstitutions.Militaryhighereducationinstitutionsareinpossessionof320lecture
halls,145classrooms,290laboratories.meassetsofthemilitaryhighereducationinstitutions
maybeestimatedatabout2.3billionzł.
merearemorethan4200peoplewhoworkandareondutyinmilitaryhighereducation
institutions,including1650academicteachers.Mostoftheteachersareemployedasresearch-
teachingstań(63%).Teachingstańconstitutes34%ofalltheemployedteachers,and3%ofall
employeesareresearchscientists.Amongthose,21%holdthetitleofanacademicdegreeor
adegreeofdoktorhabilitowany,and42%holdthetitleofdoktor.Militaryhighereducation
institutionsońer29degreecourses,including17technicaldegreecoursesand12humanistic
andsocialsciencedegreecourses.Intheacademicyear2012therewere24thousandstudents,
including2224soldiers,thatstudiedinmilitaryhighereducationinstitutions.
