oflife.Thesubjectofthestrategyisthelocal,municipalrealityinitseco-spatial,

economicandsocialaspects.

Dependingofthetown’sscaleandspatialstructure,itsdemographicpotential

andthescaleandstructureofexogenicandendogenicactivities,thefunctions,the

principlesandproceduresofstrategicplanningmaybedefinedindifferentways.The

scaleofasmalltownallows-toalargerextentthanthatofacity-theidentification

andmeasurementofendogenicpotentialthroughadirectsurvey,andalsoguarantees

awiderbaseofcommunitycollaborationindeterminingthestrategicobjectivesand

goalsandinmonitoringtheirimplementation.This,inturn,allowstheidentification

ofthefunctionsandprinciplesofstrategicplanningcharacteristicforsmalltowns,

aswellasdeterminingtheproceduresfordesigninglocaldevelopmentstrategiesfor

smalltowns.

Acharacteristicfeatureofsmalltownsisthesignificantshortageofresourcesto

financetheirdevelopment.Insuchasituation,asignificantfunctionofastrategic

planforlocaldevelopmentistheselectionofdevelopmentprioritiesaswellas

theselectionofmethodsandinstrumentsofthelocaleconomic,socialandspatial

developmentpoliciestoimplementtheselectedpriorities.Thepriorityselection

processisbasedontheeconomic,socialandeco-spatialcriteria.Thebasiceconomic

criterionofselectionissecuringasmalltown’scompetitivenessinrelationtoits

translocalenvironmentthroughsustainingtheexistingenterprisesandattracting

newones.Thebasicdeterminantsofatown’seconomiccompetitivenessareitsscale

andthestructureandqualityoftheexternalbenefitsofferedbythetowntolocal

enterprisesandpotentialinvestors.Thesocialcriterionofselectionreferstosecuring

anadequatelevelofutilityvalues,i.e.theconditionsofferedtothelocalcommunity

thatdeterminethequalityoflifeinasmalltown.

Anequallyimportantfunctionofstrategicplanninginasmalltownisthe

rationalisationofthedecisionstakenonaday-to-daybasisbythelocalauthorities.

Thedeterminationofthestrategicobjectivesofdevelopment,aswellasworking

outascenariofortheirrealisation,preventsthetown’sdevelopmentfromindirectly

resultingfromshort-sighted,tenurialandfrequentlyineffectiveeverydaydecisions.

Alocaldevelopmentstrategy,adoptedbywayofaresolutionofthetowncouncil,

enforcesthetargetingofthecurrentdecisionsconcerningtheeconomy,societyand

spatialmanagementatreachingthelong-termobjectivesoftown’sdevelopment.

Anotherfunctionofstrategicplanningatlocallevelispredictingpotential

criticalmomentsinthetown’sdevelopmentandimplementingefficientalleviation

measures.Thedevelopmentofatownisaprocessoftransformingitsfunctional

structureandspatialarrangement,aswellaschangingtherelationsbetweenthe

successionofthetown’sfunctionsandtheefficiencyofthetown’smanagement.
