exanteidentificationofthreatsresultingfromapotentialcriticalmoment,aswell
astheirliquidationoralleviation,arepossibleifthecurrentmanagementoftownis
subservienttothelocaldevelopmentstrategy.
Theprocedureofdesigningatowndevelopmentstrategyshouldbebasedonthe
followingprinciples:

principleofcollaborationofthelocalcommunity,

principleofconsensus,
-
principleofkeepingthestrategyopeninitsexogenicaspect,
-
principleofeco-development,
-
principleofcoherencebetweenindividualplanningdocuments.
Maintainingthefirstoftheaboveprinciplesrequiresthecollaborationof
representativesofthelocalcommunityintheworkonstrategydesign.The
representativesshouldcomefromvariouscirclesandinterestgroups.Thisisnecessary
becausethetowndevelopmentstrategyistoproposethe-acceptabletothelocal
community-forms,measuresandinstrumentstodefinemutualrelationsbetweenthe
localeconomicentitiesintheirendeavoursformunicipaldevelopment.Additionally,
thestrategicdevelopmentplanistostimulatecoherenceorcomplementaritybetween
thesectoralmeasuresandthearea-orientedmeasuresappliedbylocalauthorities.
Amethodsecuringthewidecollaborationofthelocalcommunityintheworkon
designingatowndevelopmentstrategyistheformulaofcollaborativeplanningthat
involvesproceduresofcollaborativeplanningandcollaborativedecision-making,
exercisedbyrepresentativesofallthestakeholdergroups.
Accordingtotheconsensusprinciple,insituationsofdisputebetweenthe
partiescollaboratingunderthecollaborativeplanningprocedure,theobjectiveisto
arrive-throughdiscussionsandreasoning-atasolutionbetterthanamechanical
compromise.Thefinaloutcomeoftheworkofcollaborativeplanningparticipants
shouldbeanew,innovativesolution-alessobvious,butbetterthantheoneproposed
bythecollaborativeplanningparticipantsatthecommencementoftheworks.The
consensusprincipleexcludesthepossibilityofvoting,whichwoulddividethe
participantsintowinnersandlosers.
Theprincipleofkeepingthetowndevelopmentstrategyopentotheenvironment,
requiressuchaformulationofstrategicobjectivesandgoalswhereasignificant
majorityoftheeffectsoftheirimplementationwouldexceedthescaleofthetown
andthesurroundinggmina.Suchanexcessprovestheappearanceoftheexogenic
functionsofthetown-definedinspecialistliteratureasurbanisingfunctions.The
town’sscale,structureandspatialrange,ontheonehand,determineitsspecialisation
intheregionalandnationalsettlementnetwork,andontheother-byincreasingthe
effectivedemand(abovethelocalone)fortheoutputsoflocalenterprises-they
determinetheincomelevelofthoseenterprisesandconsequentlytheincomesofthe
localcommunityandmunicipalbudget.
