les)aswellasFrenchexperiencesatthelocallevelwithin
therangeofadministrationeffectiveness.Thesecondchapterconcerns
theproblemsoflocalself-government’sstructureintheKingdom
ofSpain.Thispartofthemonographcontainshistoricaloutline
ofcreationoflocalself-governmentinSpainandtheproblems
ofcoexistenceofautonomousentitiesofSpanishadministration.
Therehavebeenanalyzedautonomousregionsasstructuresoflocal
self-governmentandcharacteristicsoftheirentitiesandthenthe
secondleveloflocalself-government,thatisprovince,itsfunctions
andentities.Municipality(municipia)hasbeencharacterizedasthe
basiclevelofSpanishlocalself-government.Therehasalsobeen
discussedthestructureofmunicipalityentities’functioningand
reformsofSpanishadministration.Next,financialbasesoftasks’
accomplishmentatthelevelofmunicipalitiesandprovinceshavebeen
shown,aswellasmunicipalself-governmentunits’supervision.The
structureoflocalself-governmentinFederalRepublicofGermanyhas
beenpresentedinthethirdchapter,startingwithhistoricaloutline
oflocalself-government,constitutionalprincipleswhichare
offundamentalsignificanceforthebasesofthysystemofFederal
RepublicofGermany,andfinishingwiththepositionofmunicipality
inthecountrystructures,itscharacteristicsandclassification.
Moreover,functioningofmunicipalentitieshasbeenanalyzed.Tasks
andsupervisionovermunicipalities’functioninghavebeen
interpreted.Systemsolutionshavebeencloselyanalyzedbythe
exampleofFreeStateofBavaria.Finally,thelastfourthchapter
consistsofproblemsofPolishmunicipalityinthelightofsystem’s
changes.Itdealswiththequestionofcreationoflocalself-
governmentinPolandsince1990anditalsoexplainsthenotion
ofmunicipalityanditssystem’sposition.Itanalyzestheform
ofexercisingofpowerinthemunicipality.Theformsofdirectand
indirectdemocracyhavebeencharacterizedaswellasentitiesand
supervisionovertheactivityofPolishmunicipality.
