nificantsignsofscientificstrength.Inmostcallforproposalsitiscompulsoryto

findatleasttwopartnersfromtwodifferentcountries,butusuallynumberofthe

partnersinconsortiaisfargreaterthenminimal.Itshowstheimportanceofin-

ternationalisationoftheuniversitiesespeciallyfromthenewEuropeanUnion

membercountriesincludingPolishuniversities.

Fromyear2011to2013theJanKochanowskiUniversityinKielcewasinvolved

intheprogramfinancedbetheMarshallOfficecalled“Thecircles/spheres

ofinnovation”.ThereasonswhytheUniversitystartedthisprojectwere:

1.TheinstitutionsoftheŚwiętokrzyskiRegiondonothaveanyrichexperience

inthefieldofinternationalprojects–therehavebeenjustafewexamples

ofsuchprojectsbefore.

2.Thereisnoinstitutionalmechanismtoassistparticipatinginstitutionsfromprov-

incesininternationalprogramsandprojects–yearsagotherewasaLocalContact

PointfortheEUFrameworkProgrammeswithnoadvancedcompetencies.

3.Theinstitutionsdonotshowanyinterestinparticipationininternationalprojects.

4.Thelevelofknowledgeintermsofavailableopportunitiestoparticipatein

internationalprogramsisverylimited.

Italsocharacterisestheprovince,wherethereisadynamicprocessofdevelop-

mentbasedonregionalandnationalprograms,includinginvestmentsininfra-

structure,onanunprecedentedscale,whicharerelatedtothecreationofknowl-

edge(innovationinfrastructure),ie.laboratories,KielceTechnologyPark,the

RegionalCentreforScienceandTechnology,orfinancialbackgroundsuchas

loanorguaranteefunds.Withouttheinternationalcollaborationthedevelopment

ischaracterisedbyastrongdependenceonlocalknowledgeandcompetence.
