2.DevelopmentofICCC
AccordingtotheEuropeanexperience,includingforexample:ProTonEurope
network,itcanbeconcludedthatcentreswiththefunctionssimilartoICCC,
shouldbeactiveinthefollowingareasofuniversityactivities:
1.Cooperationwithlocalbusinessschools,otheruniversitiesandlocalgovern-
mentsinordertoimplementthemedium-termregionaldevelopmentpolicies
withparticularemphasisonenrichingthecooperationwithforeignentities.
2.Internationalexchangeofacademicstaffandstudents.
3.Initiationofprojects,researchandteachingwithparticipationofregional,
nationalandinternationalinstitutions.
4.Initiatingthecreationofneweconomicentitieswiththeparticipationofin-
ternationalcapital,aspartofitslong-termregionaldevelopmentpolicy.
Therearetwomainapproachesinthefunctioningofcentresofcompetence:
obligatorywithICCC’sengagementinthemanagementofinternationalcoopera-
tionattheuniversity,ormorecommonapproachinformofso-called“opensys-
tems”.ObservationoftheeffectivenessofthecentressimilartoICCCletsmake
theconclusionthatifthereis“coercion”theefficiencydecreases.Thedecisive
factorintheuseoftheprofessionalservicefortheICCCsettingordevelopment
ofinternationalcooperationmaybe,ornot,compulsory.Thechoiceofcompul-
sionmeansshouldbestronglyanchoredintradition,practiceandcultureofthe
universityandstrategicdirectionsofdevelopmentoftheUniversity.
TodecideonthelegalformoftheICCC’s,therearetwobasicapproaches.The
firstisthecreationofaunitofintra-university,inter-actingasaunitoraspartof
anotherintra-universityunits.Thesecondpossibilityisthecreationofaseparate
entitybytheUniversityintheformofassociations,foundations,oracompany.
Thedistinctentitycanbeestablishedonlybythehomeuniversityorjointlywith
otherinstitutions,e.g.localgovernments,universities,businesses,orindividuals
businessenvironment.
