institution,geographicalproximity.
Comparedwiththeotherlevels,thepullfactorsthatoperateattheinstitutional
levelhavebeenresearchedmoreextensively.Thisisperhapsbecauseatthis
level,itiseasiertoadjustfeaturesoftheinstitutionstomeettheinternational
students’requirements.Itisalsoimportanttoknowtheexactpullfactorsfor
institutions,sothattheycanadjusttheirrecruitmentpolicies.Itcanbeargued
that,ascomparedwithdomesticstudents,importantpullfactorsforinternational
studentstochooseaparticularinstitutionrelateto:
Thequalityandreputationoftheinstitution,
Therecognitionoftheinstitution’squalification(inthestudent’shomecountry),
Theinternationalstrategicalliancesoftheinstitution,
Thequalityoftheinstitution’sstaff,and
Thesizeofthealumnibaseandtheexistinginternationalstudentpopulationof
theinstitution[Cubillo,Sanchez,andCervino[2006,pp.101-115].
Theaboveresultssuggestthattheinstitutionalpullfactorsforaninstitutionare
largelyinlinewiththenationalpullfactors.Hence,alsohere,thepullfactorsre-
latedtothequalityandreputationoftheinstitutionseemtobethemostimportant
factorspullinginternationalstudentstoaninstitution.Onenotabledifferencehow-
everisthatattheinstitutionallevel,thecostofhighereducationplaysamoresub-
stantialrole.Thespecificcharacteristicsoftheinstitution,suchastheoveralllevel
ofinternationalization,arealsomoreimportantattheinstitutionallevel.
2.ThesituationinGermany
AccordingtotheOECD[2010,ChartC2.3,p.315],Germanyisthethirdmost
popularstudydestinationintheworldforinternationalstudentswithnineper-
centofitshighereducationpopulationcomingfromabroad
