moderneconomicsandothersciencesarealreadysogreatthatthereisnoneedfor

pessimism.

Thankstotheintegratedapproachlinkedtohistoricalanalysis,wecanassessthe

consequencesofthegameofinterestsfromtheperspectiveoftheentirespaceof

developmentgoalsinanunbiasedway.Wealsohavethechancetotakeadvantage

ofthebestofourexperienceofusingreasonandemotionstosolveproblems,andnot

toforgetabouttheimportanceofcontextualfactorsinachievingdevelopmentgoals,

coincidenceandtheriskofextremelyrareeventscapableofchangingthecourse

ofhistory.

Historyisasourceofredflags.However,onemustlearntoreadthemanddistin-

guishwhatistemporaryinitsnaturefromwhatcanlastforcenturies.Reformsthat

supporttheefficiencyofthesesystemscannotbecarriedoutwithouttheknowledge

thatinstitutionsformastructurewithadiversifiedhorizonofaction,andtheirmod-

ernisationispossible,buttheoperationofnewinstitutionsdecreedbyreformsis

conditioned,amongothers,byattachmentoftherulesofthinkingandactiontothe

trailofhistory.

Withoutreliablehistoricalknowledge,scholars’prescriptionscaneasilybecome

wishes,andreformsreferringtothemsoonerorlaterturntobedisappointing.This

wasproveninexperimentswithnon-private,centrallyplannedeconomiesthatwere

completelydetachedfromhistoricalexperience.Disregardingthespecificityofthe

conditionofculturalcapitalandtherestrictionsresultingtherefromalsotookplace

inthecaseoftheconceptoftransitiontocapitalismfirstimplementedin1990,which

wassupposedtounleashuniversalattitudesofself-responsibilityunderthepres-

sureofstimuliresultingfromthecombinationofneoliberal,standardandrestrictive

macroeconomicpolicywithshockingderegulationoftheeconomy.However,thisre-

sultedinhighsocialcosts,enclave-likedevelopmentandostensibleparticipationfor

theempowermentofsociety.Thereactiontotheseproblemsareideasderived

fromtheconservativeideaofcontinuityandchangeinordertoachieveabasiccon-

sensusbyreferringtopro-socialandindependentdevelopmentprogramspostulatedin

theSecondPolishRepublic,aswellaswaysofimplementingthem.Tracesofthisare

clearlyvisibleinthecurrentlyimplementedGStrategyforResponsibleDevelopment”.

Thejubileeyear2018,markingthecentenaryofPolandregainingitsindepend-

ence,isagoodopportunityforunbiasedlearningfromourbeautiful,butatthesame

timesoverydramatichistory.Thatiswhy,inthismonograph,thesehistorylessons

arequotedandanalysedfromtheperspectiveofintegrateddevelopment,under-

stoodasthepurposeandsenseofexistenceandactionofeveryhumanbeing,which

isexpressedinthenaturalpursuitofusingone’sownpotentialandenvironmen-

talresourcestorealisethefunctionsofdevelopmentgoalsinasustainablemanner,

appropriateforallspheresofhumanexistenceandaction.

Outofnecessity,weareforcedtorelyonofficialstatistics.However,wealsorefer

tofactsthatarenotsubjecttostatisticsandthecircumstancesinwhichdevelopment
