(HigherEducationCouncilforWales,2017;HigherEducationFunding
CouncilforEngland,2017;nidirect,2017;ScottishFundingCouncil,
2017).Theoverallnumberofhighereducationproviderswas163,and
thenumberofstudentsinallprogrammesamountedtonearly2.3m;
therewerenearly40,000studentsofpoliticalscience(HigherEduca-
tionStatisticsAgency,2016).
Withahighlevelofautonomy,Britishuniversitiesrankintopposi-
tionsontheuniversityautonomyscorecarddevelopedbytheEuropean
UniversityAssociation.9Theyenjoycompletefreedominthedesignof
programmesandcurriculaforboththebachelor’sandmaster’sdegrees.
Inearly2017,workswereinprogresstoadopttheHigherEducationand
ResearchBill2016-2017-anewlegalactregulatinghighereducation
inGreatBritain.Bythisact,theBritishgovernmentintendedtosimplify
theprocessofgrantingtherightofawardingdegreestoprivate,profit-
orientedcollegesandconvertingthemtouniversities.InJanuary2017,
thatpartofthelegislationwasquestionedbytheHouseofLordsthrough
anamendmentwhichcontainedthedefinitionofauniversity,aimedat
prohibitinghighereducationproviderstoseekprofitandpreservingtheir
autonomy(Elgot,2017).Theactwasfinallypassedon27April2017in
aversionincludingsomeoftheamendmentsproposedbytheHouseof
Lords.UndertheAct,neweducationalinstitutionswishingtobeawarded
universitystatusmustmeettherequirementssetforthintheguidelines
issuedbytheMinistryofEducation.
1.2.Politicalscienceprogrammesbefore1945
ReviewingthehistoryofpoliticalscienceinGreatBritain,wemust
stressthefundamentalroleorpre-scientific,philosophicalpolitical
thought.Undoubtedly,Britishpoliticalphilosophers,alongtheFrench
andGermanones,havecreatedthemostinfluentialWesterntraditionof
politicalthought.PoliticalthinkerssuchasThomasMore,ThomasHob-
