remainedunchangeduntilspring2014.Then,asaresult

ofpoliticaleventsinUkraine,andparticularlythefall

ofPresidentYanukovich,partisansoftheindependent

CrimeawithintheSupremeSovietoftheAutonomous

RepublicofCrimeaproclaimedthePeninsula’s

independence,andgrantedspecialstatustothecity

ofSevastopol.Thisdeclarationwasannulled

bythetemporaryPresidentofUkraine,aswell

asbytheUkrainianConstitutionalCourt.However,Ukraine

wasunabletopreventthepro-RussianauthoritiesoftheAR

ofCrimeafromholdingareferendumon16March2014.

Oﬃcially,theturnoutwasatthelevel

of83.1%ofinhabitants,withapprox.97%(i.e.1.233M

people)votingforindependence.However,atthetime

ofthatreferendumCrimeawasalreadyunderoccupation

bywhatwerepresumably(andwidelypresumedtobe)

Russianmilitaryforces(inparticularthefamous“littlegreen

men”).TheCrimeanauthoritiesrequestedincorporation

oftheARofCrimeaintotheRussianFederationand

therelevanttreatyofaccessionwasconcludedon18March

2014.FromtheRussianperspectiveatleast,Crimeaceased

tobelongtoUkraineandbecamepartoftheRF.

V.V.Putin’sdoctrine,formulatedintheMoscow

speechmakingopportunityofMarch18th2014includes

adetailedindicationofprinciplesandnormsofinternational

lawthathavebecomeguidelinesforRussianforeignpolicy

intheﬁrstdecadesofthe21stcentury.Whilecontinuitywith

previousRussian(orSoviet)militarydoctrinesistobenoted,

discussionisworthwhilegiventheapparentrooting

ininternationallaw(atleastasunderstoodbyRussia).

Naturally,thenormsinthislegalﬁeldareunderstoodina

speciﬁcwaythatismostlysupportiveofRussia’spolitical

position.InPutin’sspeech,weﬁndi.a.areasoningfor

theannexationofCrimeaandprospectiveRussian

interventionineasternUkraineaswell.Oneofthepossible

scenariosistherepeat-applicationofamechanismRussia

appliedinrelationtoGeorgia(SouthOssetiaandAbkhazia)
