MyanmarandAfghanistan.Then,aninsightintoassistancetoAfricancountriesis
provided,followedbybilateralaidrelationswithCIS,Caribbeanandothercountries
intheworld.Thelastchapterofthebookconstitutesanattempttoanalysethe
dynamiccharacterofmotivesofforeignassistanceprovisionbyIndia.Anumberof
governmentaldocuments,speechesofIndianleaders,officialpublicationsand
writingsofIndianscholarsareconsideredandanalysedtodeterminetheIndian
perceptionofthereasonsandmotivesbehindforeignassistanceprogrammes.The
discussioninthechapterisclosedwithanattempttoassesstheeffectivenessof
India’saidinfulfillingitsaimsandpromotingsocio-economicdevelopmentof
arecipientcountry.
DespitetheefforttopossiblyfullyportrayIndia’sengagementinthediscourse
andpracticeofdevelopmentassistance,asetofassumptionsandlimitationshasto
bedeclaredinordertodefinethescopeoftheanalysis.Thus,thefollowingrestrictions
andlimitationsapplytothecontentofthebook.Inthesectionsdedicatedtoeconomic
developmentandforeignassistancetheories,onlymainstreamtheoriesweretaken
intoconsideration.So-callednon-conventionaltheories,includingdependency
theory,WorldSystemstheory,post-structuralism,post-colonialism,post-
developmentalism,feministtheoriesofdevelopment,realprogressivismandothers
werenottakenintoconsideration.Thosetheoriesdonotbelongtothe‘aidarchitecture’
anddirectlyhavenotbeeninfluencingpoliciesofstateactorsandinternational
institutionsworkinginthefieldofdevelopmentco-operation.
Furtherlimitationisthefocusonthebilateraldevelopmentassistance.Forthat
reason,humanitarianassistanceanddisasterreliefwerenottakenintoconsideration
aswellasannualcontributionstointernationalorganisations.Althoughthoseforms
ofassistanceareoftendiscussedinpapersondevelopmentassistance,theyconstitute
entirelyseparatephenomenawithdifferentcharacteristics,modalitiesandaims.The
emergenceofIndiaasaglobalproviderofhumanitariananddisasterreliefisthus
beyondthescopeofthiswork.
Moreover,toensurethefeasibilityofthestudyinthemultidimensional
perspective,thebookwaslimitedtoIndia’sgovernmentdevelopmentassistance
programmesandofficialaid-relatedactivitiesonly.Commercialrelations,foreign
tradeandexchangeofinvestmentsbetweenIndiaandpartnerdevelopingcountries
werenottakenintoconsideration,althoughsomeofthemcontainparticulargrant
element.However,duetothelackofreliabledata,confidentialcharacterofthose
transitionsandcomplicatedownershipstructureoftheentities,theactivitiesof
privateandpubliccompaniesfromIndia,intheareaofdevelopmentco-operation,
werenotincludedintothepresentwork.
Finally,duetotheeconomicframeworkofthestudy,politicalandsocialfactors,
motivesandsoonweretakenintoconsiderationinthelimitedscopeonly.The
attentionwaspaidtotheeconomicdimensionofthedescribedphenomenon.
