Thestructureofthebook’schaptersreflectsthethree-dimensionalperspective
employedtoanalysethepositionofIndiawithinthedevelopmentassistance
discourse.Itbeginswiththetheoryofdevelopmenteconomicsandforeignassistance,
thendiscussesthedimensionofaninstitutionalframeworkfordevelopment,and
finallycoversIndia’spastandcontemporaryforeignassistanceprogrammes.
ThefirstpartofthebookreferstothetheoreticaldimensionofIndia’s
contributiontodevelopmentdiscourseineconomics.Inthefirstchapterthecore
term‘development’andtheevolutionofviewsandperceptionsofthattermis
discussed.Itisfollowed,insubsequentchapters,bythereviewofmainstream
theoriesofeconomicdevelopmentprocessanddevelopmentassistance.Thesecond
chapterbeginswithaclassificationofmainstreameconomictheoriesofdevelopment.
Further,subsequentschoolsofthought,withinthedevelopmentdiscourse,are
characterizedinthechronologicalorder:startingfromdevelopmenteconomics,then
structuralismandfinallyneo-classicaleconomics.Indianresponsesandcontributions
toeachofthesubsequentschoolswithinthediscourseareidentifiedandcharacterized
whererelevant.Thethirdchapterfocusesonthetheoreticalconceptofaid-growth
relations.Atthebeginning,theconceptofforeignassistanceisdefined,followedby
thediscussionontheroleofforeignaidintheprocessofeconomicdevelopment.
Inthechronologicalordertheviewsonforeignaid,ofparticularschoolsofthought,
arediscussed.SpecialreferenceisgiventothecontributionsofIndianeconomists.
Thesecondpartofthebookisdedicatedtothedevelopmentofaninstitutional
frameworkforforeignassistance.Threemajorspheresofinternationalrelations
havebeendistinguished;theseareNorth-Southrelations,South-Southrelationsand
theUNsystem.Thefourthchaptercoversthedevelopmentandevolutionofaid-
relatedinstitutionsineachofthosespheres;whererelevantIndia’scontributionwas
examined.Thefifthchapterintroducescomplexityandfragmentationofcontemporary
aidarchitectureandplacesso-called‘emergingdonors’withintheframeworkof
institutionalaid-relatedentities.Furthertheconceptofan‘emergingdonor’is
explained,withinthechapter,asanattemptofadjustingtheactorsoftheSouth-
SouthrelationsintotheframeworkofNorth-South.
Thethirdpartisdedicatedentirelytothedevelopmentassistanceprovidedby
India.InthesixthchaptertheoverviewofIndia’sforeignassistanceactivitiesis
presented,dividedintothreeperiods:(1)ColdWarSouth-SouthSolidarityAssistance
(1947-1991),(2)TransitionPeriodAssistance(1992-2002),and(3)Development
PartnershipAssistance(2003-present).Then,theproposalshowtodefineand
measureIndia’sassistancearediscussed.Theseventhchapterprovidesadetailed
descriptionoftheselectionoftoolsandinstrumentsusedinforeignassistance
programmes,followedbythechronologicaldescriptionofdevelopmentsin
administratingaidprogrammesbyIndia.Thenextchapterdescribesindetail
