Fromtheneedforsecurity,throughthestateofsecuritypeaceandconfi-
dencethesecurityprocess,thesecurityresourcethatguaranteesthesocialand
economicdevelopmentofsociety,securityasameansofachievingabetterquality
oflife,thevaluethatallowsachievesatisfactionandinfluencetheenvironment.
Securityisnoticedasadynamicphenomenonorevenaprocesstowhich
agivensubjectissubjected.Entitiesareconsideredtobeallentitieshavingtheir
owninterests,expressingambitionsoftheirimplementation.Teyarebothindi-
vidualpeopleandvarioussocialgroups,nationsandinternationalcommunities.
Tebehaviorofindividualentities,theconstantlychanginginternationalsituation,
theeconomicaswellasthescientificandtechnicalsituation,makeitimpossible
totreatsecurityassomethingpermanentandguaranteed.Inthestate,allentities
musttakeactiontoensuretheirsafetyandtoconsolidateanddeveloptheirlevel.
Safetymanifestsitselfinallareasofhumanactivity.Terefore,itsstructurereflects
thestructureofactivity,thatisitsfunctioningandexistence.Tisinturncauses
thatthesafetyissuesundergoconstantchanges.
Once,itincludedmainlymilitaryaspects,mainlyrelatedtothedefenseof
societyagainstwarthreats.Meanwhile,contemporarychangesincivilizationand
theresultingnewchallengesforsocietieshaveexpandedtheconceptualrangeof
securityandforcedstatestoincludeothernon-militaryaspectsintheiractivities.
Tisactivitymeantthatmilitarysecuritybecameonlyacomponentofsecurityin
general,understoodbroadly.
AccordingtoUrlichBeck,webecomemembersoftheglobalthreatcommunity.
Teyarenolongeraninternalafairofagivencountryandnocountrycandealwith
themalone.Inhisopinion,thereisanewdynamicoftheconflictoversocialinequalities

portunitiesforsurvival,developmentandfreedomtopursueitsowninterestsin
specificconditions,byusingcircumstancesconducivetoso-calledopportunities,
undertakingdifcultchallenges,reducingriskandpreventing,preventingand
opposinganythetypeofthreatstohimandhisinterests
