tobetoppriority,heemphasizedthatthestatehastomakesureteachersare
preparedwithbestpracticesandresearchthroughmoreprofessionaldevelop-

isthelocalexpertanddeserveshighersalaries.uDistrictswillneedtobeableto
payteachersmoreinthelongruntocontinuerecruitingthebestteachers.Ifeduca-
tionisourhighestpriority,whyaren’twepayingourteachersasahighestpriority?”

schoolyearin14schools.
AferthepilotstudyTeMichiganCouncilforEducatorEńectiveness
workedfor18monthstodeveloptheirskillsand,recommendationsandpub-
lishdocumentsuggestingtobasetheevaluationofteachers’performanceontwo
keyaspectsoftheirwork:(1)theirpracticeand(2)theirstudents’growth.Te
observationonpracticeofteachingmustbedonewithoneoftheusedinthe
pilotstudy.Itcouldbedonebyanadministratororapeercolleaguewhowill
