Proposed§612.2(d)—Auhigh-needschool”wouldbedefinedasaschoolthat,
basedonthemostrecentdataavailable,isinthehighestquartileofschools
inarankingofallschoolsservedbyalocaleducationalagency,rankedin
descendingorderbypercentageofstudentsfromlow-incomefamilies
enrolledinsuchschools,asdeterminedbythelocaleducationalagencybased
onasingleoracompositeoftwoormoreofthefollowingmeasuresofpov-
erty:(a)Tepercentageofstudentsaged5through17inpovertycounted;
(b)thepercentageofstudentseligibleforafreeorreducedpriceschoollunch
undertheRichardB.RussellNationalSchoolLunchAct;(c)thepercentage
ofstudentsinfamiliesreceivingassistanceundertheStateprogramfunded
underpartAoftitleIVoftheSocialSecurityAct;(d)thepercentageofstu-
dentseligibletoreceivemedicalassistanceundertheMedicaidprogram.
Alternatively,aschoolmaybeconsideredauhigh-needschool,”if,inthecase
ofanelementaryschool,theschoolservesstudentsnotlessthan60percent
ofwhomareeligibleforafreeorreducedpriceschoollunchundertheRich-
ardB.RussellNationalSchoolLunchAct;orinthecaseofanyotherschool
thatisnotanelementaryschool,theotherschoolservesstudentsnotless
than45percentofwhomareeligibleforafreeorreducedpriceschoollunch
undertheRichardB.RussellNationalSchoolLunchAct.
Proposed§612.2(d)—Aulow-performingteacherpreparationprogram”is
definedasateacherpreparationprogramthatisidentifiedaslow-perform-
ingbyaStatebasedontheState’sassessmentofteacherpreparationprogram
performanceunderproposed§612.4.
Proposed§612.2(d)—Aunewteacher”isdefinedasarecentgraduateoralterna-
tiverouteparticipantwho,withinthelastthreetitleIIreportingyears,has
receivedalevelofcertificationorlicensurethatallowshimorhertoservein
theStateasateacherofrecordforK-12studentsand,attheState’sdiscretion,
forpreschoolstudents.
Proposed§612.2(d)—Aurecentgraduate”isdefinedasanindividualdocumented
ashavingmetalltherequirementsoftheteacherpreparationprogramwithin
thelastthreetitleIIreportingyears.
Proposed§612.4—Statesmustreportannuallyonprogramswith25ormore
newteachers(programsizethreshold).AtaState’sdiscretion,itcanchoose
alowernumberasthereportingthreshold(lowerprogramsizethreshold).
