Totacklethisproblem,theMexicangovernmenthastakendifferent
measuresinthelasttwodecades.In2003,aninitiativecalledVentanillas
deSalud(VDS;uHealthWindows”)waslaunched.Currently,theMexican
consulatesintheU.S.operate49VDSandtwomobileVDSwhichfrom2013
to2017provided21millionservicesto7.7millionpeople.48
VDSarepartofastrategydefinedbytheMexicanGovernmentand
implementedbytheMexicanMinistryofHealth(SSA)andtheOfficeof
ForeignRelations(SRE)throughtheconsularnetworkintheUSA,relyingalso
onthehelpprovidedbylocalpartners.Accordingtothegovernment,these
uWindows”aresettoprovideMexicanimmigrantsinasituationofvulnerability
withearlyintegralcareandculturallyappropriateinformation,togetherwith
atimelydetectionofillnessesandtheirtreatmentbyspecializedhealthcare
services.49
Basingonthisexperience,anewinitiativecalledJuntosporlaSalud(JPLS)
hasbeenlaunchedbytheMexicanSectionoftheU.S.-MexicoBorderHealth
Commission(BHC)toofferhealthpromotionanddiseasepreventionservicesto
Hispanicslivinginandaround11USmetropolitancitiesviamobilehealthunits.
JPLSuMobileHealthandWellnessInitiative”aimsutostrengthentheVDS
strategyandprovidepreventivehealthservicestoruralandhard-to-reach
communitiesintheUSwithdifficultaccesstoregularmedicalcare.”50Itisan
ongoingcollaborationbetweentheSSA,theSRE,theInstituteofMexicans
Abroad(IME)andtheVentanillasdeSaludstrategy.JPLSmobileunits,however,
differfrommobileVDSservicesbecausetheyoperateindependentlyfromthe
consulatesandareorganizedatthecommunitylevel.
