Othergroupishumanrightsprovidingneedsinrealizationofwhich,
thoseorothersocialcharges,aboveallthingsmaterial,—material,fi-
nancial,«skilled»—itrightsaresocio-economic,cultural.Ifatdisposal
ofsociety,thestatesexistfacilities,necessaryforprovidingrealitiesofre-
alizationofcertainrightbyeverycitizen,itcanbe«equipped»legalguar-
antees,andconsequently,canpurchasestatusofvaluableequitablelegal
right.Inthosecases,whenthementionedfacilitiestemporallyinacces-
sibleandmustappearinaprospect(forexample,rightsonhabitation,
ontheproperlevelofthefinancialproviding),theproperhumanrightcan
beproclaimedthestateonlyasintention,purpose,aspirationwhichwill
senditsactivitytoorganization,onstimulationofthegradualforming
ofthepropertermsforrealizationofconcreteright2.
Oneofmajorbacker-upsrightsandfreedomsofmantheorgansofin-
ternalaffairsisanadministrativesupervisionessenceofwhichconsists
intheactiveandsystematiclookingafteraconduct,byactionsbothsepa-
ratecitizensanddifferentgroupsofpeopleintheprocessoftheirin-
tercourse;intheestimationoftheiractions;comparisonofaccordance
ofconductofpersonthenormsofadministrativelaw,analysisandprog-
nosticationofsuchconduct;conditioningforprovidingofthepersonal
rightsforhonestbeforealawpeople;warningandstoppingofoffences;
useofmeasuresontheexposureofpersonswhichcreateobstacleaman
inrealizationoftheserightsandfreedoms.
Tothederivativesfromanadministrativesupervisionasbacker-
uprightsandfreedomsofpersontheorgansofinternalaffairsisaright
fortherelationofrequirementsandordersofadministrativecharacter.
Inthecaseofrefuse,non-fulfillmentorimproperimplementation,bypub-
licservantsorseparatemanofrequirements,ordersofworkersofmilitia,
inrelationtoconditioningforlegitimaterealizationofrightsandfreedoms
ofman,andalsotheirdefense,inthefieldofpublicpeaceandsafety,mi-
litiasaregivenplenarypowerstoapplythemeasuresofcompulsionboth
preventivecharacter.
Themeasuresofsuppressionareusedinthecaseswhenthereisthe
realthreatofcrediblenotlegalactionswhichencroachuponrightsand
freedomsofpersonandcancauseitharm.Suchmeasureshavepreven-
tivecharacter.
Inthosecases,whenthemeasuresofsuppressioncameshort,the
measuresoftheadministrativestopping,aimedatstoppingofnotlegal
conduct,removalofharmfulconsequences,conditioning,fordefense
ofthepersonalrightsforavictim,areused.Inmostcasesofapplication
ofmeasuresoftheadministrativestoppingitisrelatedtooffencewhich
createstherealthreatofinviolabilityofperson,inathatnumberinnec-
essarycases—andoffender.
Themethodofdefenseofthepersonalhumanrightsisjurisdictionac-
tivityofmilitia,whichisusedinrelationtotheviolatorofrightsand
