SCIENTIFICORGANIZATIONOFADMINISTRATIVE
WORKINTOTHEACTIVITYOFINTERNALAFFAIRS
BODIESOFUKRAINE
Effectivemanagementisamanifestationoftheanalyticalworkofgovern-
ingbodiesand,inparticular,managerswhodirectlymanagestaff.Scien-
tificorganizationofadministrativeworkintheinternalaffairsbodiesisthe
maintaskofeffectivemanagement,andisthemostimportantcomponent
ofmanagementscience.However,thescientificorganizationofadministra-
tiveworkisoneoftheareasofscientificorganizationoflabor.Scientific
organizationofadministrativeworkisoneofthemanifestationsofeffective
managementanditparticularlyprovidessuchorganization,inwhichthe
practicalimplementationofspecificmeasuresisprecededbyathorough
scientificanalysisoftheprocessesandconditionsfortheirfulfillment,and
mostpracticalmeasuresarebasedontheachievementsofmodernscience
andleadingpractices.
Inthisveryaspectthegreatsignificanceisacquiredbythemanager,
theheadofstructuralsubdivisionofthebodiesofinternalaffairs.“The
effectivenessofmanager’swork,fromthepointofviewofitsgeneralchar-
acteristics,istherealizationoffunctionalgoalsanddutiesofthebodies
ofinternalaffairsandtheirstructuralsubdivisionsbasedonpolitical,le-
galandotherfactors.Ensuringtheeffectiveactivityofaninternalaffairs
bodyimpliesalsotheachievementofthesocialbenefitoflegalrequire-
ments,whichdemandsfromthemanagerandemployeestochooseand
usethemosteffectivemeans,methods,acceptanceoflawandotherregu-
lationsincertainconditions”1.
Consideringthegivenissueitisfirstnecessarytodeterminethedif-
ferencebetweenthenotionsof“organizationofwork”and«scientific
