fenseofrightsandfreedomsofman;providingofequalityallbeforealaw
andpreventionofanyformsofdiscriminationinrelationtorealization
oftherightsandfreedomsaman;anassistancelegalknowledgeofpopu-
lationanddefenseofconfidentialinformationisaboutaperson3.
Actuallyallinternalandexternalfunctionsofthestatedirectlyormedi-
ateddirectedonproviding,realizationandperfectionofhonestbeforealaw
guaranteesofrightsandfreedomsofman.Inobediencetoitpublicorgans
andotherimperioussubjectsofthestatearecertainintheprocessofre-
alizationbythemtheactivityobligedmoreconcretelyandindetailtoreal-
izepositionswhicharecontainedinthenormsofConstitutionofUkraine.
Ittouchespublicofdifferentdegreesauthorities,andalsopublicandof-
ficialservantsforemost4.Providing,realization,guardanddefenseofrights
andfreedomsofperson,iscarriedoutthroughtheirvariousfunctionsthat
touchindustryoflegalstatusofperson.Atthesametimeguaranteeing
ofrightsandfreedomsisnotleadingdirectionoftheiractivity,butcar-
riedoutmainlyinconnectionwiththeuseofgeneralpostimperiouslyad-
ministrativeplenarypowers.Thespecialplaceinthissystemisoccupied
byacourt,officeofpublicprosecutorandotherlawenforcementauthori-
ties.Lawenforcementauthoritiesarethesystemofstateandthepublic
formingsthebasicfunctionofwhichisafightagainstcriminalityandother
offences.Theofficeofpublicprosecutor,courts,organsofMinistryofjus-
tice,organsofMinistryofinternalaffairs,securityService,Statedepart-
mentofUkraineonquestionsimplementationofpunishments,Custom
service,boundaryservice,advocacy,notary,taxmilitia,differentstatecom-
missionsandcommitteeswhichcarryout,law-enforcementactivity5.
ThesocialroleofMinistryofinternalaffairsofUkraineinthestate
isstipulatedithavingaspecialpurposesetting,executivetasksandfunc-
tions,byformsandmethodsofactivity,well-regulatedalegislation.The
mainsettingoforgansofinternalaffairsconsistsinrealizationofguard
anddefenseofman,hisrights,freedoms,personalandpropertysafety.
Thereforeinthisdirectionofactivityofmilitiamostmodelcomesfor-
wardasasubjectofprovidingofsafetythatcalledtoexecutethefunction
ofmasslaw-enforcementmaintenanceofpopulation6.
