Thescientificorganizationofadministrativeworksetsthreebasic
goals.Firstly,reducingoftheresourcesisrequiredforimplementation
ofacertainmanagementfunction.Thismaybeachievedbothbyreduc-
tioninstaff,andbythereplacementofsomeskilledandthushighlypaid
workerswithlessqualifiedones.Reducingofcostsforthemaintenance
ofbuildings,stationeryandtransportcostsisalsoimportant.Secondly,
enhancementoftheadministrativework’squalitybyimprovingtheforms
andmethodsoftheirexecutionandreducingworkdeadlinesareneces-
sary.Thirdly,improvementofworkingconditionsofemployees,careabout
theirhealthandeducation,whichinturnwillincreasetheirfeedback,
isalsoimportant.Allthesemethodsofrationalizationshouldbetaken
intoconsideration.Forexample,thestaffmustnotbereducedatthecost
ofdepravationofmanagementqualityorworkconditionsofemployees.
Onlybythewayofitsscientificorganizationitispossibletosolveprob-
lemsofmanagementproductivityincrease.Itispossibletosolvethese
taskswithmaximumbenefittosocietyonlywhenpeopleinthesubdivi-
sionswillactonthebasisofallknowledgeaccumulatedinaparticular
area,allexperience,allscienceandtechnology.
Difficultyindevelopingandimplementingmeasuresforscientificor-
ganizationofadministrativeworkisexplainedbyanumberofbothob-
jectiveandsubjectivefactors.Theobjectivefactorsinclude:largevariety
offactorsthatinfluencetheresultsofthemanagerialstaff,inmanycases
impossibilitytoestablishtheorderofworkperformance,differentoptions
ofachievingthesamegoal,asmallshareofrecurringoperations,inabil-
itytoobserveandcontrolthebasicprocessesofadministrativeworkdi-
rectly,anddifficultyofitsqualityassessment.Accordingly,theresults
oftheworkofmoststaffmanagementarenotquantifiable;management
effectivenessisoftendependentonteamworkandbecomeapparentaf-
teraconsiderabletime.Finally,asignificantnumberofmilitiaworkers
haveirregularworkinghours,whichlengthisdeterminedbythevolume
oftheirduties9[9].
Effectivenessofadministrativeworkisdeterminedbytwogroups
offactorsoftheworker’sindividualcharacteristics:qualification,expe-
rience,age,health,attitudetoworkandothers,andalsotheenviron-
mentinwhichhehastowork(structureandstaff,thepsychologicalat-
mosphereinthegroup,equipment,payment,etc.).Thetaskofthesci-
enceofmanagementistoidentifythepatternsofallthesefactors’impact
ontheproductivityofacertainemployee.Itispossibletoincreaseef-
fectivenessofworkbyimprovingitsquality(speedingmanagementpro-
cesses,improvinginformationsystems,improvingthescientificvalidity
ofadministrativedecisions,improvingtheformsandmethodsoftheirim-
plementationandcontrol)andalsobyincreasingtheintensityoflabor
