Qualityofworkofmilitialargelydependsonherlegalsettlement,im-
plementationsofdutiesthatareputbeforeherworkers.Theseduties
mustbebasedonprinciplesofhumanityandobservanceofrightsand
freedomsofman.
Theorgansofinternalaffairs(militia),comparativelywithotherlaw
enforcementauthorities,decidethewidestcircleofthequestions,related
todefenseofrights,freedomsandlegalinterestsofman.Fromessence
ofrightswimsout,thatrealizationofconstitutionalrightsandfreedoms
ofmanisimpossiblewithoutprovidingoftheserightsorganizationally-
executiveactivityofpublicorgansandpublicorofficialservants,because
activityofthelastisthecertificateofrealityoffreedomofperson,bythe
necessaryfactoroftransitionoflegalpossibilitiesoffruition,envisaged
inConstitutionofUkraine,inpracticeofvitalfunctionsofeverybody
inourcountry.Thereforeitisveryimportanttodefinearoleandval-
ueofthestateonthewhole,herseparateorgansinprovidingofrealiza-
tionofconstitutionalrightsandfreedomsofman.Hereanimportantrole
isplayedbyeffectiveactivityoflawenforcementauthorities,inparticular
organsofinternalaffairs(tothemilitia).Theirfunctionsinthemecha-
nismofrealizationofrightsandfreedomsofman,asmarkedalready,
various:fromcreationoftheassuredtermsoftheirrealizationinpub-
licplacestodefensecriminallyofbroken,withapplicationbylawofthe
forcedmeasures.
