Managementisoneofthetypesofmentalactivity;itisappliedinthe
sphereofadministrationandcommunityserviceandhasasociallynec-
essarycharacter.However,itsproductivityismediatedthroughtheper-
formanceoforganizations,institutions,levelofeconomicdevelopment,
culture,crimeprevention,etc.Activityintheadministrativeapparatus
isgenerallycreativebynature.Dependingontheobjectitiscombined
withscientific,educationalandotherintellectualwork.Theeffectiveness
ofmanagementconsistsofmanager’sabilitytocompletecertainwork
inatimeunitprovidingefficiency,reliabilityandoptimalmanagement.
Directmeasurementofperformanceofthisworkispossibleonlyconcern-
ingtechnicalperformersandpartlyprofessionals.Asformanagers,the
effectivenessoftheirworkshouldbejudgedbytheresultsoftheirim-
pactuponthewholegroup’sactivity,andnotjustbytheeffortsspent
ontheirachievement.Sometimesithappensthatthemanagerworks
alot,fuzzesabout,andreceivesnopositiveresults.Inspiteofspecific
featuresofmanagement,whilesolvingdifferentproblemsofitsproductiv-
ityincreaseitispossibleandnecessarytoapplyexistingexperienceinthe
organizationofemployees’work.Aboveallitconcernssuchissuesasthe
organizationofworkplace,up-bringingofconscientiousattitudetowork
andstandardizationofcertaintypesofadministrativework.Justasthe
scientificorganizationofworkinvolvestherationalizationoflaborpro-
cesses,eliminationofunnecessaryandunwantedmovementsduringthe
work,rationalizationofmanagers’workaimstoimprovethecorrelationbe-
tweentheresultsoflaborofficialsandthecostsofhumanandmaterialre-
sources.ThesituationwithscientificorganizationofworkinUkraineisfar
frombeingperfect.Sofar,theabilitytomanageisalmostapersonalart
ofaworkerthatistakenoutofnowhereduetolongworkingexperience.
However,thescienceandpracticehaveproventhatworkingmethods,and
henceproductivity,arenotapersonalmatter,butthesubjectofscientific
rationalization,afterwhichtheefficiencybecomesmandatoryforall6.
V.G.Vishnyakovgivesthefollowingdefinitionofthescientificorgani-
zationofadministrativework,“itisanadministrativeinsomewayor-
deredwork,whichisorganized,putintothesystembasedontherec-
ommendationsofmodernscienceandsynthesisofbestexperience”7.
G.A.Thumanovconsidersthatscientificorganizationofadministrative
workisameansofimprovingproductivityofthepersonwhooperatesthe
informationandmakesadministrativedecisionsbyintroducingscientific
methodsinplanningandtimemanagement,streamlinebusinessopera-
tionsandcreationofthebestworkingconditions8.
