isanimportantmethodologicalbasisintheimplementationof
managementactivityconcerningreachingtheobjectivesofsocial
andeconomicandsocialdevelopmentofagriculturallandutili-
zation.Itismandatoryforanyspecificrelationsofvitalactivityof
society.
Unfortunately,oneconsidersitisnecessarytomentionthecom-
pletelyundesirablefactthattheinformationaboutaccountingthe
qualityoflandendsin1996,duetolackoffundsforthistypeof
work.
Forthesereasons,thebasisofsoilqualityisoutdateddataoflarge-
scalesoilresearchdonein1957-1961,adjustedtodatacorrection
till1992.Asubstantiveaspectofthesematerialsdoesnotmeetthe
needsofthetimenowadays.Changeswithinallthepreviousperiod
arenotreflectedinthem,thatmakedifcultiesforimplementation
ofthestrategyofstatelandpolicybymanagementservice.
Organizingtheabove-mentionedinformation,thewholerange
ofsocial,economicandecologicalproblemsintheagriculturalland
utilization,whichshouldbetakenintoaccountintheprocessof
managementdecision-making,thefollowingpriorityactionsshould
beimplemented:
•reductionoftheamountofland,whicharesubjecttocultiva-
tion;
•ensuringnon-deficitbalanceofhumusinthesoilwithitssub-
sequentaccumulation;
•organizingtheStateServiceofsoilconservationattheNation-
alSecurityCouncilofUkraineandinformationandadvisory
servicesonthemanagementofsoilfertilityintheregionsand
inthefield;
•continuationofinspectionofthequalitativestateofthesoil;
•developmentoftheprojectsofland-utilizationsystemofallthe
economicagentsonearthbasedoncontourandreclamation
organizationofterritory;
•implementationofthecomplexofmeasuresonconservation
ofhighlydegradationedandunproductiveagriculturalland;
