Onenotesthattheseactionscanbeimplementedwiththeactive
supportofthestate,itsandinvestmentandstructuralpolicy.Tis
objectivitycannotbeignored.
InUkraine,thelandissuecanberesolvedeńectivelyprovidedthe
solutionofotherimportantissues(economic,logisticalandsocial),
becauselandrelationsexistinthesystemofagrarianrelationsinin-
teractionandintersupport.Tisisespeciallyimportantnow,when
thesocialandeconomicstateinthecountryworsenedandthereis
ashortageofinitialcapitalfororganizationofbusinessontheground.
Tedestructionoftheprevioussystemoflogisticalsupportinthe
absenceofmarketinfrastructurecomplicateddifcultiesofavillage
evenmore,resultinginadefamationoflandreform,establishmentof
newformsofeconomy.I.e.thepointisthatitisimpossibletoradi-
callysolvethelandissuewithoutcreatingstandardconditionsfor
thedevelopmentoftheagriculturalsectorasawhole.
Tesestatementsarethemethodologicalbasisofrelationshipsof
causeandeńectbetweenfuturelandutilizationandobjectiverea-
sonsthataccompanytheentirecourseoflandreforms.
Underpresent-dayconditionsformationofaflexiblesystemof
landownershipandlandutilizationinthecountryisnotpossible
withoutthedevelopmentoflandmarketandlandleasebecausecreat-
ingasystemoflandutilizationbasedonacombinationofsmalland
large-scaleproductionneedsenteringfreesaleoflandanditsrent
intoforce.Howeverthisactivitycanbesuccessfulprovidedimple-
mentationofmeasures,directedatregulatingthelandsharesmar-
ket,ensuringtheproperutilizationofagriculturalland.
